Abdullah Al-Dabous presents Kuwait's experience in beneficial ownership transparency at an international conference in Vienna

Dr. Abdullah Al-Dabous, a member of the board of directors of the Public Authority for Combating Corruption (“Nizaha”), presented an overview of Kuwait’s experience in receiving and providing technical assistance, particularly in the field of enhancing beneficial ownership transparency. He outlined the evolution of the initiative, which began as an idea championed by Nizaha, progressed to become a Gulf-wide guideline and decisions at the Arab and Islamic levels, and culminated in the presentation of Kuwait’s experience and the exchange of expertise on the matter at international forums.

This came during Nizaha’s participation in the meetings of the Open-Ended Intergovernmental Working Group on Asset Recovery, held in Vienna from November 2 to 6, 2026.

Dr. Al-Dabous noted that Nizaha prepared a guideline on practices and measures for identifying beneficial owners for Gulf Cooperation Council (GCC) countries, in collaboration with and drawing on the technical expertise of the United Nations Office on Drugs and Crime (UNODC), before the guideline was adopted at the Gulf level in October 2025. He added that the Authority continued its efforts by organizing a specialized Gulf workshop in July 2026, which resulted in recommendations adopted by the GCC Ministerial Committee on Combating Corruption in September 2026. The initiative extended to the Arab and Islamic levels, where the Conference of the States Parties to the Arab Convention on Combating Corruption adopted, in September 2026, a resolution submitted by Nizaha on behalf of Kuwait regarding the enhancement of beneficial ownership transparency. Similarly, the Third Ministerial Meeting of Anti-Corruption Law Enforcement Agencies of the Organization of Islamic Cooperation adopted, in October 2026, a resolution submitted by Nizaha in the same field.

Dr. Al-Dabous concluded by emphasizing Kuwait’s aspiration to continue strengthening international cooperation, thereby contributing to transforming technical assistance into sustainable institutional capacities and knowledge that can be shared and utilized on a broader scale.
