Minister of Public Works Dr. Noura Al-Mashaan laid the foundation stone for the North Kabd Wastewater Treatment Plant project, in the presence of Yao Chen, Ambassador of the People’s Republic of China to Kuwait. Dr. Al-Mashaan stated that the project embodies the depth of relations, friendship, and cooperation between the State of Kuwait and the People’s Republic of China. She explained that the project is implemented in accordance with the directives of His Highness the Amir of Kuwait, His Highness the Crown Prince, and His Highness the Prime Minister, who devote their utmost attention and patronage to infrastructure and sustainable development projects, in pursuit of the aspirations of the nation’s people for a better future.

She noted that the project is one of the major strategic initiatives undertaken by the Ministry of Public Works, aimed at developing Kuwait’s wastewater management system in alignment with the national development plan and enhancing environmental sustainability. The project covers an area of approximately 2.8 million square meters.

Al-Mashaan clarified that the project is not limited to constructing a wastewater treatment plant, but includes an integrated system of facilities and infrastructure. This includes the North Kabd Wastewater Treatment Plant, with an operational capacity of 500,000 cubic meters per day, with the potential for future expansion to reach one million cubic meters per day. The project also involves the construction of pumping stations in several areas, including Ash-Shaddad, Al-Jahra, and Mushrif, along with networks of pipelines and deep injection networks with diameters reaching up to three meters—the first of their kind in Kuwait—as well as storage tanks with a total capacity of 600,000 cubic meters.

Additionally, the project includes the construction of a central incinerator for disposing of pollutants generated during the treatment process, alongside a renewable energy system relying on solar and biogas energy, designed to meet 50% of the project’s energy needs.

She emphasized that the project’s significance lies in developing wastewater infrastructure and enhancing the utilization of treated wastewater for irrigation and afforestation, thereby contributing to water conservation, the preservation of natural resources, environmental protection, and the mitigation of desertification. She added that the project represents a crucial step toward developing modern and sustainable infrastructure in Kuwait, reflecting the Ministry of Public Works’ efforts to implement vital projects that meet the country’s current and future needs and support its journey toward sustainable development.

For his part, Yao Chen, Ambassador of the People’s Republic of China to Kuwait, expressed his pleasure at participating in the foundation-laying ceremony for the North Kabd Wastewater Treatment Plant project, which marks another significant milestone in the project’s implementation. He stated that the North Kabd Wastewater Treatment Plant is currently the largest wastewater treatment plant project in Kuwait. Upon completion, it will enhance Kuwait’s capacity to collect, transport, treat, and utilize wastewater, thereby contributing to the improvement of the regional environment and the level of public services.

He clarified that the project represents one of the major cooperation initiatives between the governments of China and Kuwait. China, through its construction expertise and technologies, will support sustainable economic and social development in Kuwait and help realize Kuwait National Vision 2035.

He said, “In recent years, under the strategic guidance of Chinese President Xi Jinping and His Highness the Emir of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, political trust between China and Kuwait has strengthened, the foundations of mutually beneficial cooperation have been consolidated, and the horizons of friendship between the two countries have broadened. He noted that high-level relations between the two countries have seen intensive communication, and that the alignment between China’s and Kuwait’s development strategies has deepened, yielding tangible and continuous results.”

He added, “We continue to work side by side with the Kuwaiti side to implement the important understandings reached by the leaders of the two countries, and to build a more robust, high-quality, and effective Chinese-Kuwaiti strategic partnership. We also wish to contribute Chinese capabilities to achieving peace, stability, prosperity, and development in Kuwait.” He continued, “We look forward to maintaining close cooperation with the Kuwaiti side and accelerating the pace of practical cooperation in various fields, including major projects, and translating strategic plans into tangible achievements on the ground, thereby delivering greater benefits to the peoples of both countries. We wish success to the North Kabd Water Treatment Plant project and hope it enters service as soon as possible.”

For his part, Wang Chahai, President of China State Construction Engineering Corporation (CSCEC), said, “Since the project’s launch last year, it has made steady progress thanks to the strong commitment of the Government of the State of Kuwait and the Ministry of Public Works, as well as the support of the Chinese Government and through close China-Kuwait cooperation. The project has reached an important milestone with the signing of the agreement at Bayan Palace on July 26, paving the way for a new chapter in bilateral cooperation between the two countries.” He expressed his gratitude to the Government of Kuwait, the Ministry of Public Works, the Chinese Government, and all parties that contributed to advancing the project.

He clarified that the Chinese state-owned engineering and construction company is aware of the significant responsibility it bears in executing this important project, and that it is confident in its ability to complete it to the highest standards. He noted that this confidence is based on its extensive experience in delivering large-scale infrastructure projects, as well as its capabilities in technological innovation, project management, quality and safety control, and resource optimization. He affirmed that the company will deploy its full expertise in service of the project, fulfill its contractual obligations, and adhere to the highest standards to ensure safe, efficient, and high-quality execution. He expressed confidence that the project will proceed smoothly, thanks to the continuous guidance and support from the Government of the State of Kuwait and the Ministry of Public Works, the support of the Chinese Government, and the close cooperation among all relevant parties, thereby making a tangible contribution to sustainable development in Kuwait and the well-being of its people.
