Dr. Reem Al-Faleh, Minister of State for Development and Foreign Affairs, chaired the third meeting of the Supreme Committee on Climate Change for 2026. The meeting reviewed the latest developments in Kuwait’s national preparations for its participation in the 31st Conference of the Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC), scheduled to be held in Antalya, Turkey, from November 9 to 20 next year. It also discussed Kuwait’s negotiating position and the third National Determined Contribution (NDC).

In a press statement yesterday, Dr. Al-Faleh said that Kuwait is advancing toward strengthening an integrated and institutional approach to climate action, based on coordinating national efforts, setting priorities, and linking climate commitments to the state’s executive plans and projects. This ensures that Kuwait’s participation in the conference reflects national interests and supports sustainable development pathways.

Dr. Al-Faleh emphasized that the preparation of the third NDC represents a significant milestone in the development of climate action in Kuwait. She noted that it is based on measurable targets, specific projects, and clear methodologies for calculating emission reductions, thereby enhancing implementation and monitoring efficiency and translating international commitments into practical national actions.

The committee reviewed Kuwait’s proposed negotiating position on key issues raised within the international negotiation tracks under the UNFCCC, the Kyoto Protocol, and the Paris Agreement, aiming to strengthen Kuwait’s presence and active participation in international climate negotiations.

The committee also reviewed the main positions and trends of regional blocs and groups presented during the last consultative meeting between the COP Presidency and the Parties to the Convention, which featured discussions on the conference agenda, priority issues, and expectations regarding its expected outcomes.

The committee discussed the draft of Kuwait’s third NDC, which includes national targets and commitments to reduce carbon emissions between 2025 and 2035, as well as the methodology for calculating the expected emission reductions from projects and initiatives planned for implementation across various sectors. This methodology aims to enhance the accuracy of emission measurements and monitoring of reduction levels, and to link climate targets with the state’s executive programs and projects, thereby supporting implementation efficiency and enabling the tracking of progress in achieving national commitments.

The meeting comes within the framework of strengthening climate governance and coordinating efforts among relevant national entities, unifying positions on priority climate issues, and fostering national consensus on the third NDC. These efforts aim to enhance Kuwait’s capacity to fulfill its international commitments, achieve its environmental targets, and consolidate the principles of sustainability in national policies, plans, and projects.
