The Fatwa and Legislation Department launched its second legal-cultural season with a dialogue seminar addressing the legal, economic, and regulatory dimensions of the Commercial Concealment Combating Law, as part of its efforts to disseminate legal culture and enhance legislative awareness among government entities, national cadres, and relevant sectors.
In a statement to the Kuwait News Agency (KUNA) on Sunday, the department’s deputy director, Haitham Al-Ruwaid, emphasized the department’s commitment to consolidating legislative awareness and building bridges of cooperation with various entities, in line with its role in promoting legal culture and enhancing knowledge of legislative provisions.
Al-Ruwaid explained that the first seminar, held under the patronage of the department’s head, Advisor Salah Al-Majid, was titled “The Commercial Concealment Combating Law: An In-Depth Analysis Between Legal Texts and Practical Applications.” It aimed to shed light on the provisions of Law-Decree No. 78 of 2026 on Combating Commercial Concealment and its implementation mechanisms.
He added that the law aims to regulate economic activities to support sustainable development and protect public order and the public interest. He noted that the seminar and scheduled events within the season seek to enable specialists and relevant segments to understand the law’s provisions and strengthen the commitment of commercial, investment, industrial, agricultural, service, and professional activities to its texts and objectives.
The seminar featured participation from government officials and specialized academics, who discussed the law’s philosophy, scope of application, and role in protecting economic activities, along with its regulatory dimensions and impact on the business environment.
The Fatwa and Legislation Department’s legal-cultural season will continue until February next year, including seminars on various legal and legislative topics aimed at enhancing legal awareness and broadening knowledge of related legislations.
Law-Decree No. 78 of 2026 on Combating Commercial Concealment was issued last August, targeting the regulation of economic activities conducted without necessary licenses, enhancing transparency, justice, and equal opportunity, and supporting the state’s capacity for oversight, regulation, and revenue collection.
