The Technical Committee of the Municipal Council reviewed a number of regulatory, urban planning, and heritage-related transactions. These included the reorganization of residential plots in the Al-Sadiq area, the establishment of a diwaniya in Al-Faihaa, the approval of the boundaries of the existing Oil Complex site in Shuwaikh, and a request to create a marine base for displaying the Buum Al-Ghazir within a maritime heritage museum.

The Committee’s Chairperson, Engineer Munira Al-Amir, stated that the committee finally approved a request to reorganize 23 residential plots in the Al-Sadiq area into a single plot with a total area of 10,067 square meters. This approval came after completing the legal procedures related to public announcement and allowing interested parties to submit their comments and objections in accordance with prevailing regulations.

She added that the approval included compliance with the requirements of service authorities, with the concerned party bearing the costs associated with relocating or modifying services, if any. Furthermore, relevant departments were authorized to make necessary regulatory adjustments in case of conflicts with infrastructure services or organizational requirements.

Regarding the Al-Faihaa area, Al-Amir clarified that the committee discussed a request to build a diwaniya on a plot of 1,000 square meters. The technical opinion concluded with approval subject to several conditions, the most prominent of which were dedicating the plot exclusively for use as a diwaniya, limiting the construction to a basement, a ground floor, and a first floor, adhering to prescribed heights, obtaining final approvals for architectural plans, and observing setbacks from neighbors in accordance with the private residential system.

In the file of oil facilities, the committee discussed the Kuwait Petroleum Corporation’s request to approve the boundaries of the existing Oil Complex site in the Shuwaikh area. The technical opinion concluded with approval of the site, covering an area of 64,591.94 square meters, according to the attached plan. The conditions included coordination with the Ministry of Finance, represented by the State Property Contracts Administration, as well as authorizing relevant departments to make necessary adjustments to dimensions or area within the prescribed boundaries if conflicts arise with infrastructure services or organizational requirements.

On the heritage front, the committee referred a request from the First Hotels Company to construct a concrete base at sea to display the Buum Al-Ghazir, owned by the Radisson Blu Hotel, within the existing maritime heritage museum located off the hotel’s seaward side. The matter was referred to the Executive Body of the Kuwait Municipality to prepare a detailed technical study.

The transaction indicated that the Buum had been taken out of service after more than 35 years since its construction. The request aims to restore and preserve it as part of Kuwait’s maritime heritage by placing it on a marine base measuring 15 by 50 meters.

Al-Amir emphasized that the topics discussed by the committee reflected the diversity of the files presented to it, ranging from land use regulation and monitoring sites with service and strategic nature, to observing planning requirements and supporting efforts to preserve heritage landmarks, all while adhering to the procedures and controls governing each transaction.
