Kuwait’s Minister of Electricity, Water and Renewable Energy, Dr. Subaih Al-Makhzoum, affirmed that developing the energy sector requires a clear vision and integrated institutional action that balances meeting current needs with preparing for future demands, thereby enhancing Kuwait’s capacity to keep pace with population, urban, and economic growth.

In a statement issued on Tuesday, the Ministry of Electricity, Water and Renewable Energy said that these remarks were made during Dr. Al-Makhzoum’s chairing of the third meeting of the Supreme Energy Committee, which reviewed the progress of technical teams and examined the outputs of the consultancy study on the 2035 Energy Sector Transformation Implementation Plan.

Dr. Al-Makhzoum stressed the importance of setting implementation priorities, clarifying roles and responsibilities among relevant entities, and linking work phases to measurable performance indicators, enabling progress monitoring, addressing challenges, and making timely decisions.

He noted that integrating government, scientific, and technical expertise contributes to developing practical solutions based on studies and data, enhancing planning and implementation efficiency. He emphasized that the outcomes of work in the energy sector will have impacts on future generations, necessitating continued coordination and teamwork to build a more efficient, flexible, and sustainable system.

He clarified that the success of the sector’s transformation is measured by the extent to which plans are converted into practical projects that enhance the reliability of energy supplies, improve resource utilization efficiency, and support diversifying the energy mix and expanding renewable energy sources, in line with Kuwait’s priorities and development needs.

The statement noted that the committee reviewed the ministry’s presentation on the progress of the technical teams follow-up team, including the work framework, achievements of the three teams, and key challenges they face, along with the required directives to support ongoing work.

The committee also discussed the presentation submitted by the Kuwait Foundation for Advanced Science regarding the outputs of the consultancy study for the 2035 Energy Sector Transformation Implementation Plan, which covered targets for 2035 and 2060, the growth charter, the project portfolio, policies and studies, as well as the governance model and performance measurement indicators.
