Kuwaiti Council member Naser Mardhi Al-Jad’an announced the submission of a proposal to amend the Agriculture Regulations regarding the construction of lightweight mesh fences in residential plots designated for persons with disabilities.

Referring to the above matter, and based on Article 72 of the Internal Regulations of the Municipal Council, and in light of our commitment to accommodating the special circumstances of persons with disabilities, working to provide them with a suitable residential environment, and enabling them to benefit from services and facilities that ensure a dignified and safe life.

Given that persons with disabilities may require additional equipment and facilities in their homes to meet their specific needs, consistent with the nature of their disabilities and the care provided to them, allowing the construction of lightweight mesh fences in licensed agricultural gardens within residential plots designated for them constitutes a facilitation that contributes to enhancing safety and privacy, without violating applicable regulatory requirements.

The proposal stipulates:

1. Amend the Agriculture Regulations to permit the construction of an open fence made of lightweight mesh, with a height not exceeding one meter (1m), in licensed agricultural gardens within residential plots designated exclusively for persons with disabilities.

2. The construction of such fences must comply with the technical controls and requirements specified by the competent authorities in the Kuwait Municipality, and must not conflict with existing systems and regulations.

3. This exception shall be limited to residential plots designated for persons with disabilities, taking into account their special circumstances and needs, thereby achieving a balance between urban planning requirements and humanitarian and social considerations.
