Justice Minister and Advisor Nasser Yousef Al-Sameet announced that 132,842 summary orders were issued between July 12 and October 11, 2026, since the actual launch of the electronic system, compared to 17,903 orders during the same period in 2025. Al-Sameet stated that the average daily output rose from approximately 195 summary orders in the corresponding period last year to around 1,444 orders after the system’s implementation, reflecting the impact of automation in accelerating case resolutions and streamlining procedures. He explained that a summary order is an expedited judicial process for resolving misdemeanor and violation cases punishable by fines, without going through traditional trial procedures, while preserving the convicted party’s right to appeal in accordance with the law. He noted that the orders issued during the three-month period relate to accumulated traffic cases, clarifying that the Ministry of Interior had electronically referred to the Ministry of Justice approximately 683,000 requests for issuing summary orders concerning traffic violations dating back to years prior to 2023. He added that the system, developed and implemented by Kuwait Justice Ministry personnel, covers all stages of issuing summary orders electronically, from receiving and reviewing requests to issuing and electronically signing the orders, up to their notification through legally approved channels. He emphasized that this transition helps reduce reliance on paper files and mitigate the risk of cases becoming time-barred, while reaffirming the commitment to further developing the electronic litigation system, enhancing procedural efficiency, and accelerating case resolution. Al-Sameet commended the efforts of misdemeanor judges, enforcement officers of summary orders, and the ministry’s technical and administrative staff, praising their role in implementing the system and achieving high performance rates.
