Kuwait has reaffirmed the importance of implementing the “Santiago Commitment” and fulfilling pledges related to development financing, thereby ensuring the achievement of comprehensive development goals and protecting essential services, while respecting national ownership and the development priorities of countries.

This was stated in a speech delivered by Diplomatic Attaché Abdullah Boushkhar before the Second Committee of the United Nations General Assembly, which deals with economic and financial affairs, during the discussion of the agenda item on sustainable development.

Boushkhar called for the provision of new, additional, and predictable climate financing, and for facilitating access to it, in order to support adaptation efforts to climate change and enhance resilience. He emphasized the importance of technology transfer and expanding cooperation among Global South countries to exchange expertise, particularly in the field of water resource management.

He noted that the 2026 Sustainable Development Goals Report showed that only 36 percent of the targets assessed are on track or making moderate progress, reflecting the need to strengthen the linkage between development plans and national budgets, and to enhance efforts aimed at achieving food and energy security, as well as promoting integration across various development sectors.

He clarified that, within the framework of “Kuwait Vision 2035,” Kuwait places great importance on protecting the environment, rationalizing resource use, and promoting sustainable consumption and production patterns. He pointed to Kuwait’s cooperation with the United Nations Development Programme (UNDP) in preparing its national plan, as well as its efforts related to the Kigali Amendment to the Montreal Protocol, in support of more efficient and climate-friendly cooling solutions.

He stressed the importance of ensuring that reliable and affordable telecommunications and information technology services are available to all, as they are key enablers for achieving the Sustainable Development Goals.

In the context of challenges facing development, Boushkhar strongly condemned the attacks targeting Kuwaiti territory, calling for the full implementation of Security Council Resolution 2817, and urging Iran to immediately cease actions and threats that obstruct legitimate transit and freedom of navigation in the Strait of Hormuz and the Bab al-Mandab Strait.

He warned of the growing repercussions of climate change on efforts to achieve the goals of the 2030 Agenda for Sustainable Development, emphasizing the necessity of ensuring freedom of navigation and its safety in accordance with international law and the United Nations Convention on the Law of the Sea.

Concluding his speech, Boushkhar renewed Kuwait’s commitment to continuing international cooperation to support the implementation of the 2030 Agenda for Sustainable Development, contributing to comprehensive development and ensuring that no one is left behind.
