Al-Hawila: 'Security Clearance' for Charity Sector Workers... Ensuring Integrity and Transparency

The Minister of Social Affairs, Family, and Children’s Affairs, Amthal Al-Hawila, emphasized the importance of adhering to the legal and administrative regulations governing the selection of personnel in the charitable sector, foremost among which is conducting security background checks. She stressed that these measures are aimed at organizing and regulating charitable work and are not intended to level accusations or cast doubt on any individual.

This statement came during a meeting between Al-Hawila and representatives of charitable organizations to discuss the provisions of the new law regulating charitable work. She clarified that security background checks are also standard practice in government sector employment, affirming the Ministry’s readiness to provide support and assistance to charitable organizations in this regard.

Al-Hawila underscored the necessity of selecting personnel in the charitable sector based on criteria of expertise and competence, aligned with the nature of the positions and responsibilities they assume, thereby reinforcing principles of transparency and integrity and consolidating trust in the performance of charitable institutions.

She stressed the importance of adopting governance frameworks in charitable work, given the sector’s significant social role and its function in assisting those in need and directing donations to their rightful recipients. She noted that regulating operations according to clear guidelines contributes to enhancing the sector’s efficiency and sustaining its impact.

She called for strengthening the localization of charitable work and directing its proceeds domestically to the greatest extent possible, thereby helping to meet the needs of community members and supporting eligible beneficiaries.

Al-Hawila praised the role played by Kuwaiti charitable work, affirming that it serves as a “beacon regionally and globally,” with a visible presence worldwide through initiatives and aid provided by Kuwaiti associations and charitable entities to those in need and affected by crises and disasters.

She confirmed that developing and regulating the charitable sector within clear legal and administrative frameworks aims to preserve this role and enhance trust in charitable institutions, ensuring the continuity of their humanitarian and social impact both within Kuwait and abroad.
