Al-Yousef issues new decisions regarding authorization to sign passports and nationality certificates

The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, issued a series of ministerial decisions regarding the delegation of authority to sign Kuwaiti passports and nationality certificates, alongside the cancellation of a previous decision on the same matter.

Ministerial Decision No. (1414) of 2026 stipulates the cancellation of Ministerial Decision No. (2228) of 2025 concerning the delegation of signing authority. The Undersecretary of the Ministry of Interior is tasked with implementing the decision from the date of its issuance, and it is to be published in the Official Gazette.

Under Ministerial Decision No. (1415) of 2026, Brigadier General Abdulrahman Najib Al-Othman, Director General of the General Administration of Nationality and Kuwaiti Travel Documents, and Brigadier General Haqqooqi Mohammed Al-Murshed, Assistant Director General of the General Administration of Nationality and Kuwaiti Travel Documents, are delegated the authority to sign passports, in accordance with Article (17) of Law No. (11) of 1962 concerning passports and its amendments, and according to the signature specimen attached to the decision.

Ministerial Decision No. (1416) of 2026 delegates Brigadier General Haqqooqi Mohammed Al-Murshed, Assistant Director General of the General Administration of Nationality and Kuwaiti Travel Documents, to sign Kuwaiti nationality certificates issued by the General Administration of Nationality and Kuwaiti Travel Documents, according to the signature specimen attached to the decision.

Ministerial Decision No. (1417) of 2026 delegates Lieutenant Colonel Haqqooqi Ibrahim Hamad Abdullah Al-Basili, Assistant Director of the Nationality Department, to sign Kuwaiti nationality certificates issued by the General Administration of Nationality and Kuwaiti Travel Documents, according to the signature specimen attached to the decision.
