Kuwait’s Minister of Education, Sayyid Jalal al-Tabatabai, issued a decision today, Monday, creating the job title “trainee teacher” among the educational positions in the Ministry of Education, and specifying the conditions and regulations for filling the post, in accordance with the provisions of Law-Decree No. 86 of 2026.
In a press statement, the ministry said that the appointment as a “trainee teacher” begins for a one-year period, during which the teacher undergoes a training program aimed at qualifying him to move to the designated functional levels for members of the teaching staff. It noted that one of the conditions for appointment is holding a university degree.
The ministry clarified that a teacher who passes the training program will be assigned to the functional levels for members of the teaching staff as outlined in the table attached to Law-Decree No. 86 of 2026.
If the teacher does not pass the program, he will be transferred to an administrative position within the Ministry of Education, provided he holds a bachelor’s degree in education from the College of Education at Kuwait University or the Basic Education College of the Public Authority for Applied Education and Training.
If he does not hold the specified educational university qualification, his file will be referred to the Civil Service Bureau for assignment to another government entity, according to the job title appropriate to his qualification.
The Ministry of Education emphasized that the decision takes effect from the date of its issuance, and that relevant authorities are to implement it, with all prior decisions conflicting with it being repealed.
