London Faces a New Political Phase Under Andy Burnham

The United Kingdom is entering a new political phase following the arrival of Andy Burnham, leader of the Labour Party, as Prime Minister on July 20, 2026, succeeding Keir Starmer. Burnham is the seventh Prime Minister of the United Kingdom since 2016, following a political career that included serving as Mayor of Greater Manchester for three terms.

Burnham’s move to Downing Street carries political significance beyond a change in government leadership, as he is advancing an agenda focused on transferring a greater share of decision-making power from Westminster to the regions, rebuilding public services, and expanding social housing, alongside urgent measures to alleviate cost-of-living pressures.

Decentralization and the redistribution of power between London and the regions lie at the heart of Burnham’s political project. Just days after taking office, he began operating from “Number 10 North” in Manchester, a symbolic and practical step aimed at making the government more connected to the regions. Burnham intends to present a ten-year plan addressing economic and constitutional reform and reindustrialization, with its details to become clearer after his government’s first budget, scheduled for presentation on October 28 next year.

Ending street homelessness has been one of Burnham’s priorities since his inaugural address as Prime Minister, where he pledged to take urgent action to address the phenomenon of sleeping rough, alongside increasing the construction of council housing.

This comes within a broader government vision aimed at strengthening the state’s role in delivering essential services and investing in social prevention, rather than merely responding to the consequences of crises after they occur. The housing file is also linked to efforts to reduce the long-term burden of social care costs by providing affordable housing and improving employment opportunities for young people.
