Tamadur Al-Sabah: Kuwait strengthens its role in developing Gulf 'energy media'

Sheikha Tamadur Khalid Al-Ahmad Al-Jaber Al-Sabah, Director of Public Relations and Petroleum Media at the Ministry of Oil, affirmed the pivotal role played by Kuwait in supporting and developing the energy media system across the Gulf Cooperation Council (GCC) countries. She highlighted Kuwait’s active contribution to updating the energy media strategy, aligning it with the rapid global changes in the energy sector and enhancing the GCC’s capacity to deliver a unified, credible Gulf media narrative that reflects its influential position in the global energy landscape.
In a press statement issued by the Ministry of Oil, Sheikha Tamadur noted that the ministry has actively participated in efforts to develop and update the GCC strategy. This initiative aims to transition media discourse from its traditional petroleum-focused scope to a more comprehensive concept of "energy media," keeping pace with transformations in energy markets, supply security issues, sustainability, energy transition, and related technological and environmental developments.
She explained that the strategy’s update comes at a time when the global energy system is undergoing extensive changes, necessitating the development and expansion of Gulf media discourse tools. This ensures the discourse can interpret these shifts, highlight the GCC’s positions, policies, and efforts in addressing them, and strengthen its presence in regional and international discussions on the future of energy.
She pointed out that one of the most significant changes to the strategy was Kuwait’s proposal to rename the "Petroleum Media Strategy" to the "Energy Media Strategy." This proposal was approved during the minutes of the 19th Preparatory Meeting of the Deputies of Petroleum Ministers of the GCC countries, held in Kuwait on September 30, 2025. The change reflects an expansion in the scope of Gulf media discourse to encompass the energy system in its holistic sense, aligning with global sector transformations and the GCC’s strategic directions.
Sheikha Tamadur emphasized that the name change was not merely a formal adjustment but reflected a qualitative shift in the strategy’s content, messaging scope, and media priorities. The updated strategy now includes, alongside oil and natural gas, topics such as renewable energy, hydrogen, emissions reduction technologies, the circular carbon economy, energy efficiency, and supply security. These additions align with the evolving energy mix and policies adopted by GCC member states.
She added that the enhanced vision for the strategy is built on establishing a unified and credible Gulf energy media narrative. This narrative reflects the GCC’s standing in the global energy system, promotes balance between energy security and sustainability, and highlights the GCC’s role in ensuring supply reliability, supporting global economic growth, and responsibly addressing climate change and energy transition issues.
Among the new directions is the utilization of media intelligence tools and proactive analysis to monitor international media trends, analyze content from influential media outlets and think tanks, and anticipate potential campaigns before they escalate. This supports relevant authorities in GCC countries with more accurate analytical outputs and contributes to improving media responsiveness to international developments.
She confirmed that the strategy also aims to expand media cooperation with international organizations concerned with energy, energy transition, and climate. This includes strengthening coordinated Gulf presence at major international events, monitoring and analyzing relevant international legislation and policies, and producing specialized media content that clarifies their potential implications for GCC states.
Concluding her remarks, Sheikha Tamadur affirmed that Kuwait will continue to support joint Gulf efforts to develop energy media and enhance coordination among GCC member states. These efforts aim to build a more impactful Gulf media narrative capable of conveying positions and messages in a unified and professional manner, reflecting the strategic role of GCC countries in energy security, market stability, and support for the global economy.
