Minister of Justice Issues Decision to Form a Committee for Selecting Applicants for the Position of Junior Legal Researcher
Justice Minister and Advisor Nasser Al-Sumait issued a ministerial decision establishing a committee to select applicants for the position of Junior Legal Researcher, announced on February 8, 2026. The decision includes dividing evaluation scores, setting general frameworks for preparing questions and answer models developed by the committee in cooperation with the Kuwait Institute for Judicial and Legal Studies, as well as approving electronic written exams that are graded automatically.
Advisor Al-Sumait told the Kuwait News Agency (KUNA) on Wednesday that the committee comprises senior judicial and public prosecution officials, including advisors. It has been tasked with overseeing the evaluation stages, starting with the administration of electronic written exams held in coordination with the University of Kuwait, proceeding to personal interviews, and concluding with the preparation of a report listing candidates who meet the conditions and appointment criteria.
He emphasized that the written exam will be uploaded electronically on the day it is held, and grading will be fully automatic without any human intervention, ensuring the highest levels of transparency and allowing results to be announced immediately after the exam.
He noted that the decision assigned the committee the responsibility of establishing controls and procedures to prevent the dissemination of questions or unauthorized access to them, guaranteeing the confidentiality of the exams and the integrity of the procedures. He clarified that candidates who achieve the passing score for the written exam will undergo personal interviews based on elements approved by the committee and using a standardized evaluation form for each applicant.
He stressed that the careful selection of judicial cadres from the earliest stages of their preparation constitutes the foundation for consolidating competence and integrity in judicial work. He affirmed that developing selection mechanisms and establishing clear, uniform evaluation standards enhance justice, transparency, and equal opportunity among applicants, opening the door for Kuwaiti men and women to demonstrate their competence and secure positions that lead to judicial roles.
He added that these measures are part of the state’s plan to Kuwaitize the judicial authority and prepare national cadres from the beginning of their path toward joining the judicial service in the future, reinforcing the reliance on Kuwaitis to carry the message of justice and complete the process of developing the judicial authority and enhancing its performance.
The Ministry of Justice announced in early February last year that applications were open for the position of Junior Legal Researcher (qualified for the role of Public Prosecutor) for graduates of the 2024–2025 academic year, in response to the state’s vision toward Kuwaitizing the judicial authority and strengthening reliance on national cadres within it.
Justice Minister and Advisor Nasser Al-Sumait had confirmed on January 10 last year that the new system for filling positions leading to judicial roles ensures complete integrity and transparency, guarantees the integrity of procedures, and establishes one of the most important principles of governance, as selection is now based on a joint decision by the relevant authorities.
Advisor Al-Sumait noted at the time that applications for the position of Junior Legal Researcher (qualified for the role of Public Prosecutor) for graduates of the 2024–2025 academic year would be opened according to the same procedures adopted under the new employment system.
