The Public Authority for Manpower issued Circular No. (16) of 2026 regarding the regulations for professional attire and appearance for its employees, with the aim of strengthening institutional identity and reinforcing its professional image before the public. The circular takes effect starting from November 1 of this year.

The Authority outlined a set of controls in its circular, including the requirement to maintain a decent, clean, and neat appearance; choosing subdued colors; avoiding clothing with inappropriate slogans; refraining from excessive accessories; and prohibiting the wearing of sportswear or torn clothes. Employees are also required to cover tattoos during work hours and display their professional identification badges throughout their working hours.

The Authority clarified that the approved attire for employees is the official national dress or formal clothing, while female employees must adhere to a modest official uniform in subdued colors.

Regarding labor inspectors, the Authority mandated the wearing of a judicial police jacket or vest during field inspections, while allowing workers in artistic and field roles to wear professional attire appropriate to the nature of their work.

The Authority emphasized that violation of the circular’s provisions constitutes an administrative offense. A first-time offender will receive a warning memo through the correspondence system, and disciplinary measures stipulated in the regulations will be taken in case of repeated violations. Direct supervisors are responsible for monitoring compliance with these controls.

The Authority stressed the importance of adhering to the circular, noting that professional appearance is one of the manifestations of institutional discipline and a reflection of the Authority’s identity before the public.
