The Ministry of Education officially announced the launch of the Kuwait Award for Educational Excellence, the first of its kind in the country, to honor national talents and distinguished practices in the educational field, and to stimulate creativity and innovation, thereby contributing to enhancing the quality of education and achieving sustainable development goals.
Minister of Education Eng. Syed Jalal Al-Tabatabai issued a ministerial decision specifying the conditions and regulations of the award, its categories, the number of winners, the value of financial awards, as well as the mechanisms for nomination, evaluation, and adjudication, ensuring equal opportunities and transparency in selecting the deserving recipients.
The Ministry clarified that the award includes three main categories: Distinguished Learner, Distinguished Teacher, and Distinguished School Administration, with a total of 54 winners from government schools, religious education institutions, and special education schools across the six educational districts, with total financial awards amounting to KD 84,000.
It was indicated that the Distinguished Learner category covers primary, intermediate, and secondary stages, with three winners in each educational district, totaling 18 winners, each receiving KD 1,000. Meanwhile, the Distinguished Teacher category includes 12 winners, with two winners per educational district, each receiving KD 3,000.
The Ministry added that the Distinguished School Administration category includes six school administrations, with one administration per educational district. Each administration will honor the principal and three assistant principals, bringing the total number of beneficiaries to 24 winners. The principal will receive KD 2,000, and each assistant principal will receive KD 1,000.
Regarding participation conditions, the Ministry stipulated for the Distinguished Learner category that the nominee must be a Kuwaiti national, have achieved an average of no less than 95% during the three academic years preceding the nomination, and not have been subject to school disciplinary sanctions, along with providing documented evidence of their academic and skill-based excellence and community involvement.
As for the Distinguished Teacher category, it requires the applicant to be Kuwaiti and currently employed, with an actual job performance evaluation rated as excellent, and not have previously participated in the "Distinguished Teacher" award or won the new award in the same category within the specified period, while meeting service, employment record, and criminal record requirements, and submitting a portfolio demonstrating the impact of their practices on student learning.
Regarding the Distinguished School category, the Ministry clarified that participation is limited to government schools under its jurisdiction, provided they have a documented performance record, have not previously participated or won in the Distinguished Schools competition, and can demonstrate the quality of education, school leadership, and the learning environment, with the school’s record being free of final sanctions during the specified period.
It was noted that nominations will be submitted electronically via a dedicated platform, which will extract official data for nominees and allow the upload of required documents. Files will undergo a document-based screening conducted by three independent judges, with the top ten nominees in each category advancing.
The Ministry added that the final evaluation relies on document-based screening for 50% and field visits for 50%, with no fewer than four visits per nominee. It emphasized that no item will be considered without verifiable evidence or documented field observations.
The Ministry affirmed that the award criteria are based on international benchmarks for professional and institutional excellence, including those of the National Board for Professional Teaching Standards (NBPTS), Cognia, and EFQM, tailored to suit the specifics of the Kuwaiti educational environment.
It was reported that the general framework of the award, evaluation criteria, and the platform’s operational mechanism will be published on its official website. An annual circular issued by the Deputy Minister or the Assistant Deputy Minister for Educational Affairs will specify the period for electronic applications, with the award being withheld in case the participation conditions are not met.
She emphasized that the decision takes effect from the date of its issuance, repealing any previous ministerial decisions that conflict with it. She affirmed that the award aims to consolidate a culture of quality and innovation, develop institutional performance, and enhance the efficiency of educational outcomes.
