Yemeni Interior Minister Major General Ibrahim Haidan announced on Tuesday that 21 foreign experts are working with Houthi militias, including 14 from Iran’s Islamic Revolutionary Guard Corps (IRGC) and 7 from Lebanon’s Hezbollah, as part of an integrated leadership body tasked with managing operations aimed at removing Yemen from its Arab context.
Haidan clarified in a statement issued by the Yemeni Ministry of Interior that these experts are distributed across six governorates and cities: eight in Al-Hudaydah, four each in Sana’a and Sa’ada, two each in Hajjah and Amran, and one in Al-Khokha, a city in Al-Hudaydah governorate on the Red Sea coast.
He noted that the nature of these experts’ duties reveals a shift in external interference from funding, arming, and training to direct oversight of planning, operational management, and building the military capabilities of the Houthis, alongside political, organizational, social, and media activities aimed at entrenching long-term influence and creating loyalty networks.
He added that their specialties include operations management, command and control, ballistic missiles, unmanned aerial vehicles (UAVs), surveillance and communications systems, electronic warfare, supply networks, smuggling of military components, coordination of maritime operations, selection of commercial ship targets, development of explosive-laden boats and autonomous submarines, and training in mine-laying and urban warfare.
Haidan warned that these activities threaten regional security, the safety of sailors, and freedom of navigation in the Bab al-Mandab Strait and the Red Sea, as well as trade routes and energy supplies, and signal the transfer of military expertise and technology to other terrorist groups.
He stressed the need to designate the Houthi militias as a terrorist organization internationally, dismantle their funding and arming networks, and enforce the arms embargo stipulated in United Nations Security Council resolutions 2216 and 2624.
