Al-Otaibi: The Ministry’s 2026–2030 Strategy Focuses on National Identity, Transparency, and Digital Transformation

The Ministry of Information organized a lecture titled “Strategic Partnership and Shaping the National Narrative: The Role of the Ministry of Information in Supporting National Security” today, Tuesday, as part of the Mubarak Al-Abdullah College of Joint Command and Staff program aimed at preparing leaders for the strategic level.

The lecture, organized by the Ministry’s Strategy Team and delivered by Dr. Saleh Al-Otaibi, Director of the Strategic Planning Department, aimed to highlight the role of official media in bridging the gap between the state and society by disseminating reliable information and clarifying official positions.

Al-Otaibi emphasized that the Ministry’s role extends beyond reporting news to acting as a strategic partner in supporting the national security system. This involves building public awareness, strengthening trust in official institutions, and countering rumors and misinformation, particularly during crises and challenges.

He stressed the importance of developing media plans, unifying the official narrative, and coordinating among government entities, alongside reinforcing national identity and disseminating messages that enhance social stability and unity.

He clarified that the concept of national security is no longer limited to military and security aspects; it has expanded to include societal and informational security, amid rapid geopolitical and technological shifts.

He noted that the Ministry contributes to supporting national security through six key areas: enhancing national awareness, combating rumors and misinformation, supporting national readiness, strengthening trust in institutions, protecting informational security, and bolstering Kuwait’s image abroad.

He highlighted the critical role of media during security, health, and natural disaster crises, as well as regional developments, by ensuring the rapid dissemination of reliable information and coordination among relevant entities. He underscored the necessity of building an integrated national communication system that brings together government bodies, civil society, private media outlets, and digital platforms.

Regarding the Ministry of Information’s 2026–2030 Strategy, Al-Otaibi explained that it aims to entrench professional values, enhance trust and transparency, and develop a responsible, innovative, and sustainable digital media sector grounded in governance and development.

He added that the strategy is built on five pillars: empowerment, partnership, intelligence, digitalization, and identity. It embraces values of integrity, responsibility, trust, professionalism, and innovation, with a focus on reinforcing Kuwaiti identity and a conscious national narrative, while promoting governance, digital transformation, human capital empowerment, and supporting the knowledge economy.
