Today, Minister of Electricity, Water, and Renewable Energy Dr. Subaih Al-Mukhaim issued a decision opening the door for receiving transfer requests between regulatory units within the ministry, starting from November 15 of this year until December 17 next year.
The decision stipulated the formation of a committee chaired by Undersecretary Dr. Adel Al-Zamil, with membership consisting of individuals deemed suitable due to their expertise and specialization, to review the requests submitted during the specified period, verify that they meet the required conditions and controls, and make decisions on them.
The decision required that, in order to consider a transfer request, the employee must submit a form detailing the reasons and justifications for the request, and must previously obtain approval from both the transferring and receiving regulatory units, in accordance with established procedures, without exceeding the receiving unit’s capacity. It also required that the employee’s academic qualifications be compatible with the nature of the work in the unit to which the transfer is requested, and that the transfer must not disrupt operational needs or lead to a shortage of workforce in the unit from which the employee is being transferred.
For approval of the request, the decision mandated consideration of the distance between the employee’s residence, as per the address registered on their civil ID, and their current workplace and the regulatory unit to which the transfer is requested. Furthermore, the transfer must not result in the payment of additional financial allowances that are not considered part of the salary, such as shift allowances, remote area allowances, or similar benefits.
The decision authorized the committee, in exceptional cases assessed based on documented reasons and justifications, to recommend approval of a transfer request for special humanitarian, social, or functional considerations, while adhering to the requirements of operational interests, and ensuring that the transfer does not result in the payment of the aforementioned allowances. It emphasized that meeting the conditions and controls does not grant the employee an automatic right to transfer.
It was noted that requests that do not include the required data and documents, or those submitted after the specified period has ended, will not be considered. Employee transfer decisions will be issued during 2027, after completing the annual performance evaluation for the employee for the evaluation year ending in 2026.
The decision takes effect from the date of its issuance, with adherence to the specified deadlines, and relevant authorities are tasked with implementing it and notifying those concerned.
