Assistant Director of Traffic Awareness at the General Directorate of Traffic, Major Abdullah Buhasan, confirmed that traffic measures taken against violating vehicles parked in prohibited areas, including the application of wheel clamps, are implemented in accordance with the law to maintain smooth traffic flow and ensure the safety of road users. He emphasized that public roads belong to everyone and are not the exclusive right of any individual or specific group.
Speaking in a telephone interview with Kuwait Radio, Major Buhasan stated that images circulating on social media showing violating vehicles with wheel clamps applied while parked improperly on a road, thereby obstructing traffic and occupying part of the public roadway, represent a correct traffic enforcement measure. This is based on Article (1) of the Traffic Law, which stipulates that “the provisions of this law, as well as the implementing regulations and decisions, apply to all types of vehicles, as well as to pedestrians and animals on public roads.” He clarified that the law’s provisions regulate traffic on public roads and define the obligations that road users must adhere to.
He added that the Directorate handles such reports around the clock, as part of its response to reports and complaints received by the Ministry of Interior’s Operations Room, as well as through the General Directorate of Traffic’s dedicated WhatsApp service.
He clarified that public roads are a shared facility for all users, which requires that they not be exploited in a manner that impedes the movement of others or affects traffic safety. He stressed that parking in prohibited areas may cause traffic obstruction and harm the interests of individuals and road users, necessitating legal action against violators.
He affirmed that the primary objective of issuing traffic violations is to modify drivers’ behavior, raise public awareness, correct their traffic conduct, prevent the recurrence of errors and violations, and reinforce commitment to the law and respect for the rights of others.
He reiterated that adhering to parking and waiting rules and respecting public roads is a shared responsibility, urging drivers to comply with the law and avoid parking in prohibited areas to ensure smooth traffic flow and serve the public interest.
