Yemeni Presidential Leadership Council Chairman Rashad al-Alimi affirmed on Tuesday that the “Yemen Dawn” operation is proceeding toward ending the Houthi militia’s coup, restoring state institutions, and centralizing weapons and decisions on war and peace within constitutional authorities, stressing that the decision is binding and irreversible.

In a message to the Yemeni people on the eve of the 63rd anniversary of the October 14 Revolution, al-Alimi stated that the armed forces have performed well since the launch of the operation, and that temporary field changes will not deter the state from continuing its efforts to end the militia threat, with the support of brotherly and friendly nations.

He added that the Houthi threat is not confined to a specific area, but affects the security, freedom, and future of Yemenis in both the north and the south. He clarified that developments in Taiz and Marib are linked to the security of Aden, Hadhramaut, and other governorates, and that protecting the security and stability of the South and safeguarding the rights of its people is part of the national responsibility.

He explained that the launch of the “Yemen Dawn” operation came after exhausting opportunities for de-escalation and the Houthi militia’s insistence on continuing the war and expanding its attacks on cities, villages, neighboring countries, and international waterways.

He affirmed that the operation aims to restore state institutions, protect citizens, end the coup, and return weapons and the authority to declare war and peace to the state’s exclusive jurisdiction, thereby ensuring the rule of law and preventing armed groups from usurping the people’s will or threatening the security of neighboring countries and international navigation.

He praised the sacrifices made by the people of the southern governorates in defense of the state and the republican system, and the role played by Aden and the southern governorates in repelling the Houthi militias. He commended the efforts of the “Giants” forces, the “National Shield” forces, military and security units, and popular resistance in supporting the besieged Taiz governorate.

Regarding Taiz governorate, al-Alimi affirmed that the state will continue to mobilize all its capabilities to protect the governorate, reopen its roads, and alleviate the suffering of its residents, expressing confidence in the resilience of its people and the determination of the armed forces, security agencies, and popular resistance.

He announced directives issued to the government, local authorities, and relevant agencies to mobilize available resources to respond to urgent humanitarian needs in Taiz, providing food and medicine, assisting displaced persons and affected families, ensuring the delivery of supplies, and opening vital roads.

He addressed a message to citizens in areas under Houthi militia control by force, affirming that they are not targets of the “Yemen Dawn” operation, and that their security, rights, and dignity are among its primary motivations. He called for protecting their children from recruitment campaigns, preventing their involvement in the militias’ wars, staying away from military sites and combat zones, and taking advantage of the decision on safe return and announced amnesty in accordance with legal regulations.

Al-Alimi condemned the Houthi militia’s attacks on Saudi Arabia, particularly the attack targeting King Khalid International Airport, which resulted in casualties and injuries among civilians and pilgrims of various nationalities, as well as attacks on civilian and vital facilities that threatened the security of holy sites.

He affirmed that the security and stability of the Kingdom are closely linked to the security of Yemen and the interests of its citizens, and that attacking the Kingdom’s security and civilian facilities constitutes an attack on the vital interests of the Yemeni people and the stability of the region.

He reiterated his gratitude to Saudi Arabia and its leadership for their supportive stance toward the Yemeni people, its national institutions, and its armed and security forces. He praised Saudi support for state institutions, the national economy, and the public budget, as well as its contribution to ensuring the continuity of services and salaries, providing relief to those affected, clearing landmines, rehabilitating facilities, and implementing development and reconstruction projects.

He emphasized that the historical responsibility extends beyond merely ending the war; it also entails addressing its root causes and building a state in which weapons are not used as a means to impose facts by force, and where the will of an individual or a group does not supersede the will of the people and the rule of law.
