CIA Employee Pleads Guilty to Fraud Against the Government... US Justice Department Reveals Details

The U.S. Department of Justice revealed details of a fraud scheme executed by an employee of the Central Intelligence Agency (CIA), who stole approximately $194 million in government funds and converted part of the proceeds into gold bars, real estate, watches, and luxury cars, according to CNN.

The department stated that David J. Rash, 49, a resident of Ashburn, Virginia, pleaded guilty to conspiring to defraud the federal government by abusing his official position, causing losses of approximately $194 million.

According to court documents, Rash held a senior executive position in a federal agency and possessed a "Top Secret" security clearance. He attained his position partly by providing false information regarding his educational qualifications and military experience.

The documents added that Rash exploited his position to create fictitious government entities, including a fabricated special access program, with the aim of obtaining funds from the U.S. government for his personal benefit.

After securing the funds, Rash purchased gold bars and made financial transfers totaling approximately $145 million, which he later used to buy luxury real estate, watches, and at least one car. The value of the government funds he unlawfully misappropriated amounted to approximately $193.59 million.

On May 19, 2026, the Federal Bureau of Investigation (FBI) searched Rash’s residence and seized 298 gold bars, approximately $2.1 million in cash, 104,795 euros, and several luxury watches. The estimated cost of the gold bars to the government was approximately $46 million.

Under the plea agreement, Rash agreed to forfeit the gold bars, cash found in his home, properties acquired through fraud, 30 watches—many of which were Rolex models—and two 2026 BMW Alpina cars, at least one of which is valued at approximately $172,000.

Rash is scheduled to be sentenced on January 28, 2027. He faces a maximum penalty of 20 years in prison, followed by three years of supervised release, along with forfeiture, restitution, and fines.

CIA Director John Ratcliffe stated that an internal investigation uncovered potential crimes, prompting the agency to immediately refer the case to the FBI. He emphasized that Rash abused his position and betrayed public trust, and that the agency is committed to holding individuals entrusted with the nation’s secrets to the highest standards.

For his part, FBI Director Kash Patel stated that Rash admitted to defrauding the government and misappropriating hundreds of millions of dollars, spending them on expensive purchases. He affirmed that the guilty plea demonstrates that no government position or security clearance places any individual above the law.
