The Minister of State for Communications and Information Technology and Acting Minister of Media and Culture, Omar Al-Age, affirmed that the issuance of Law-Decree No. (102) of 2026, promulgating the Law Regulating Media, represents a significant step in the process of developing and modernizing Kuwait’s legislative media framework. It lays the foundation for a new phase that enhances media freedoms and entrenches responsible professional practice.

Minister Al-Age stated in an interview with the Kuwait News Agency (KUNA) on Sunday that the new law embodies the State’s commitment to providing a more open and progressive media environment, based on a balance between safeguarding freedoms, protecting rights, and upholding professional responsibility. He clarified that the new legislation reflects a trend toward greater freedoms, reduced restrictions, and the development of the regulatory environment for media work. It provides a clearer legal framework for media institutions, journalists, and media professionals, thereby supporting creativity, content diversity, and enhancing Kuwait’s standing and media environment.

Minister Al-Age added that the law responds to major developments in the media sector in recent years, particularly in digital media, social media platforms, advertising, and content production. It offers a modern, unified legislative framework that aligns with these changes and regulates contemporary media practices.

He noted that consolidating media regulations into a single law contributes to simplifying procedures and achieving greater clarity and legislative stability, while also fostering an environment conducive to investment and innovation in the media and content production sectors.

Minister Al-Age emphasized that media freedom will remain a cornerstone of Kuwait’s approach, and that updating media legislation aims to reinforce this freedom and entrench responsible professional practice, while preserving the rights of individuals and society, as well as its values and fundamental principles.

He stressed that the coming phase will see the completion of the law’s executive frameworks to achieve its objectives. He reaffirmed the Ministry of Media’s commitment to engaging with media institutions and sector professionals, listening to their views and feedback, to help develop a modern and professional media environment.

Minister Al-Age also affirmed that the issuance of the Media Regulation Law marks the beginning of a new phase in Kuwaiti media history, one that builds on Kuwait’s rich media heritage while looking to the future, thereby enhancing its position as a leading, responsible, and progressive media environment.
