Al-Sameet to 'Al-Siyasa': Domestic violence cases to fall below 1,300 by end of 2026
It confirmed a 36% decline over six months.
The number of cases reached 646 from March 15 to the 13th of this month, compared to 1,011 during the same period in 2025.
The decline does not mean that efforts have reached their goal; every case of domestic violence requires serious handling.
As an indicator of the continued countdown in the decline of domestic violence cases in Kuwait, Minister of Justice and Advisor Nasser Al-Sumeit confirmed that the rate of decline reached 36% during the first six months of the law’s implementation. He expects the total number of registered cases by the end of the current year not to exceed 1,300, whereas more than 2,000 cases were recorded annually every year from 2022 through 2025.

Minister Al-Sumeit stated in an interview with "Al-Siyasa" yesterday that the number of domestic violence cases reached 2,223 in 2022, rose to 2,498 in 2023, then recorded 2,405 cases in 2024, before declining to 2,056 cases in 2025.
He clarified that statistics from the Ministry of Justice showed a decrease of 365 cases, dropping to 646 cases during the period from March 15 to September 13, 2026, compared to 1,011 cases during the same period in 2025.
He noted that the Ministry announced a 33% decline in cases after the first three months of the law’s implementation, which then reached 36% after six months, confirming the continuation of the downward trend and that it is not limited to the initial months.
He added that this decline is a clear indicator of the impact of Decree-Law No. (11) of 2026 concerning Protection from Domestic Violence, which provided special protection for categories most vulnerable to abuse within the family by prohibiting the withdrawal of complaints, settlement, or pardon in crimes and acts of sexual abuse, as well as in cases of domestic violence against children, persons lacking legal capacity, or those with diminished capacity, as well as crimes committed by children against one of their parents.
He emphasized that the 2026 estimates are based on an analysis of data and indicators recorded since the start of the law’s implementation on March 15, stressing that the expected decline does not imply leniency toward any incident of violence or downplaying its severity, but rather reinforces the importance of continuing to apply the law, raising public awareness, and developing prevention, protection, and early intervention mechanisms, while continuously monitoring and evaluating results until the end of the year.
The Minister of Justice stressed that family protection is a shared national responsibility and that the development of legislation will remain linked to its actual outcomes.
