Deputy Minister of Justice: Combating crime is an integrated responsibility based on international cooperation and national legislation
Kuwait has strengthened its legislation to combat cybercrime, terrorism, and money laundering and terrorist financing.
Kuwait’s Undersecretary of the Ministry of Justice, Awatef Al-Sand, confirmed on Saturday that international efforts to prevent and combat crime constitute a complementary responsibility among states, based on international conventions and supporting national legislations.
Speaking on behalf of the State of Kuwait at the 15th United Nations Congress on Crime Prevention and Criminal Justice held in Abu Dhabi, Al-Sand stated: “The Congress is convened under exceptional circumstances, amid the Iranian aggression against the Gulf Cooperation Council (GCC) countries and some Arab states, targeting vital facilities, airports, infrastructure, and residential areas, in violation of international laws, norms, and principles of good neighborliness.”
She expressed gratitude to the United Arab Emirates and its President, Sheikh Mohamed bin Zayed Al Nahyan, for hosting the conference, its excellent organization, and its generous hospitality. She also commended Japan’s efforts in supporting the principles and strategies established by the “Kyoto Declaration” over the past five years.
Al-Sand welcomed the announcement by the Republic of Uzbekistan to host the 16th session of the UN Congress on Crime Prevention and Criminal Justice.
She emphasized that the Congress represents a crucial pillar for shaping international policies and determining their direction in combating crime and mitigating its impact on the international community, especially given the emergence of new crimes and the evolution of their forms and methods.
She noted that, within the framework of its “Kuwait 2035” vision, the State of Kuwait has adopted crime prevention policies and issued several legislations in this field, including laws combating drugs and psychotropic substances, domestic violence, beneficial ownership, and commercial concealment.
Al-Sand added that Kuwait has paid special attention to combating cybercrime as part of its efforts to address transnational crimes, through the issuance of a law combating information technology crimes and supporting international initiatives to counter illegal electronic uses, alongside regulating digital trade and protecting consumer rights.
She pointed out that Kuwait has strengthened its legislative framework in areas such as mutual legal assistance, counter-terrorism, and combating money laundering and terrorist financing, through specialized national legislations and mechanisms, thereby enhancing the effectiveness of cooperation at both local and international levels.
Al-Sand also expressed hope that the Congress would contribute to reaching understandings and decisions that strengthen international cooperation in preventing and combating crime and achieving criminal justice, thereby ensuring security and safety for peoples.
