The Court of Appeal’s General Assembly held its meeting today, presided over by the Court’s President, Advisor Mohammed Ahmed Al-Rafai, and attended by First Advisors, Advisors, and Court members, marking the conclusion of the 2025/2026 judicial year and preparations for the launch of the new judicial year.
The meeting reviewed the Court’s achievements during the past judicial year, alongside preparations for the new year and ways to enhance the speed of adjudicating appeals.
In his address to the General Assembly, Advisor Al-Rafai commended the efforts made by the Court’s judges and advisors, emphasizing that the Court of Appeal had achieved unprecedented rates in hearing and deciding appeals, according to its issued statistics, within appropriate timeframes. This contributed to enhancing effective justice and consolidating the standing of the Kuwaiti judiciary.
He noted that the upcoming judicial year would require further dedication and effort, given the reduction in the Court’s strength of First Advisors and Advisors, due to the transfer of some of them to the Court of Cassation, as well as the departure of several Egyptian advisors after the expiration of their contracts. This necessitated reducing the number of chambers to address the staff shortage.
He clarified that workload distribution was carried out within the limits allowed by the circumstances, while attempting to respond to the advisors’ preferences and prioritizing the interest of work and its smooth operation.
Al-Rafai affirmed that the state, under the leadership of His Highness the Amir Sheikh Meshal Al-Ahmad, His Highness the Crown Prince Sheikh Sabah Al-Khaled, and His Highness the Prime Minister Sheikh Ahmed Al-Abdullah, continues to provide support to the judiciary and justice professionals.
He pointed to the directives of His Highness the Amir regarding the acceleration of the Kuwaitization of the judiciary, emphasizing that the Court of Appeal had kept this direction in mind from the outset and was close to achieving the desired goal.
The President of the Court of Appeal appreciated the efforts of the advisors, staff in the technical office, the court registry administration, and all employees, for their contributions that facilitated operations and removed obstacles.
In conclusion of his speech, Advisor Al-Rafai called for continuing to uphold integrity and deliver justice, wishing that the new judicial year would be a year of goodness and dedication.
