In a strategic, well-considered move reflecting Kuwait Petroleum Corporation’s (KPC) commitment to adopting the highest standards of operational efficiency and continuous innovation in the oil refining sector—particularly following the decision to merge Kuwait Integrated Petroleum Industries Company (KIPCO), which has opened new horizons for expansion and excellence—KPC Chief Executive Officer Wadha Al-Khatib issued Administrative and Organizational Circular No. 30 of 2026, a copy of which was obtained by Al-Siyasa. The circular mandates new leadership transfers and appointments covering the Security and Firefighting sectors, as well as Health, Safety, and Environment.

The administrative circular, issued yesterday, September 23, 2026, and addressed directly to Deputy Chief Executive Officers, Department Directors, and Team Leaders, orders the transfer of Omar Ahmed Al-Milham to the position of Director of Security and Firefighting, reporting directly to the Deputy CEO for Support Services. The decision also appoints Hamoud Saif Al-Rashood as Director of Health, Safety, and Environment, who will likewise report to the Deputy CEO for Support Services. The circular designates September 27 of this year as the official start date for implementing these organizational decisions and activating them across all relevant company sectors, marking the beginning of a new phase of performance and operational and security excellence.

On the same note, a source told Al-Siyasa that the company aims through these bold decisions to enhance job performance, align with the company’s ambitious future aspirations, and strengthen its core pillars at a time when the oil industry is undergoing rapid transformations that require high flexibility and renewed managerial thinking to ensure the company maintains its leading position locally and globally, while reinforcing its pivotal role as one of the largest refining and innovation arms in the region and worldwide.

Kuwait Petroleum Corporation also seeks, through these vital structural changes, to inject fresh, young talent into sensitive leadership and supervisory positions, and to maximize the utilization of highly qualified national cadres to develop the work environment and update operational and technical mechanisms. This managerial approach contributes to renewing leadership thinking and adopting modern strategies that enhance productivity efficiency and ensure the implementation of the highest international occupational and environmental safety standards.

These appointments also provide strong additional momentum to the company’s expansion plans and mega-projects following the historic merger phase, by integrating accumulated field expertise with innovative and modern leadership, and focusing on advanced technological solutions in refineries. This will positively and directly impact raising overall operational performance levels and securing vital oil facilities and refineries in accordance with the highest international standards, taking into account contemporary security and environmental requirements.

The source stated that this step aligns with the long-term strategy of Kuwait Petroleum Corporation, which prioritizes the development of national human resources to build a sustainable oil future and support the national economy. This is particularly significant given that Kuwait Petroleum Corporation leads the local refining pillar, a cornerstone and vital artery of the Kuwaiti oil sector. It bears full strategic responsibility for converting extracted crude oil into high value-added economic products. Additionally, it plays a key role in enhancing Kuwait’s international standing as a reliable and secure global energy supplier, having excelled in meeting all domestic needs for high-quality petroleum products and clean environmental fuels for electricity and water generation plants and fuel stations across the country, while also exporting advanced petroleum derivatives that comply with the strictest global environmental standards to international markets. Furthermore, it plays a pivotal role in producing and liquefying associated natural gas from oil operations to provide clean cooking gas and liquefied natural gas required for domestic consumption and external exports.
