'Ministry of Interior': Delegation of authority to 'Citizenship' leaders to sign nationality certificates and 'Article 17' passports

The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, issued three ministerial decisions authorizing officials in the General Administration of Citizenship and Passports to sign passports and Kuwaiti citizenship certificates issued by the administration.

Ministerial Decision No. (1415) of 2026 authorized Brigadier General Abdulrahman Najib Al-Othman, Director General of the Kuwaiti General Administration of Citizenship and Passports, and Brigadier General Haqqooqi Mohammed Majeed Al-Mutairi, Assistant Director General of the Administration, to sign passports issued by the administration, in accordance with Article (17) of Law No. (11) of 1962, and according to the signature model attached to the decision.

Ministerial Decision No. (1416) of 2026 authorized Brigadier General Haqqooqi Mohammed Majeed Al-Mutairi, Assistant Director General of the Kuwaiti General Administration of Citizenship and Passports, to sign Kuwaiti citizenship certificates issued by the administration, according to the signature model attached to the decision.

Ministerial Decision No. (1417) of 2026 authorized Lieutenant Colonel Haqqooqi Ibrahim Hamad Abdullah Al-Basili, Assistant Director of the Citizenship Department, to sign Kuwaiti citizenship certificates issued by the Kuwaiti General Administration of Citizenship and Passports, according to the signature model attached to the decision.

The decisions stipulate their implementation from the date of their issuance and publication in the Official Gazette.
