This was stated in a statement delivered by Dr. Noura Al-Dubaiyan, Second Secretary of Kuwait’s Permanent Mission to the United Nations in Geneva, during the general debate on agenda item 3 of the 63rd session of the UN Human Rights Council. She emphasized the importance of comprehensively protecting and promoting human rights in a non-selective manner.

Al-Dubaiyan underscored the necessity of integrating the various dimensions of civil, political, economic, social, and cultural rights, with the right to development being paramount.

She asserted that the protection and promotion of rights “are indivisible and non-selective,” considering that developmental stability and social justice are fundamental pillars for ensuring human dignity, which requires a balanced approach that guarantees the integration of all dimensions of human rights without prioritizing one right over another.

Al-Dubaiyan reiterated Kuwait’s call to consolidate a constructive approach to international cooperation based on objective dialogue, and to move away from politicization and double standards in addressing human rights issues.
