It emphasized the prohibition of including media personnel and celebrities in the administrative or organizational cadres accompanying Kuwaiti Hajj groups in the Kingdom, ensuring a clear separation between media duties and the administrative and organizational functions of the groups. The regulations also prohibit media personnel and celebrities present in Saudi Arabia from using social media platforms for commercial promotion of Hajj groups.

The Ministry called on all licensed entities to comply with the provisions of the circular and to take its stipulations into account when preparing the lists of accompanying cadres for their groups, while adhering to the applicable laws and instructions. It confirmed that violators will be held accountable for the consequences of their non-compliance.

This circular is part of the regulatory measures for the Hajj season of 1448 AH, aimed at organizing the participation of media personnel and celebrities and defining their roles, thereby reinforcing adherence to the approved regulations and clearly distinguishing between media work and the administrative and organizational duties within Kuwaiti Hajj groups.
