Al-Jalal: The upcoming phase requires more integrated Gulf initiatives in higher education and scientific research
The Manama meeting discussed research chairs, the classification of Arabic-language publications, and partnerships with the private sector.
Higher Education and Scientific Research Minister Dr. Nader Al-Jalal participated on Wednesday in the 26th meeting of the Committee of Ministers of Higher Education and Scientific Research of the Gulf Cooperation Council (GCC) countries, held in Manama.
The meeting examined several priority files in the trajectory of higher education and scientific research in the Gulf region and adopted a number of decisions and recommendations aimed at developing cooperation frameworks among GCC member states. Among the most prominent were the executive regulations for research chairs at universities and higher education institutions in the State of Kuwait.
The meeting also discussed the preparation of a unified Gulf framework for classifying Arabic-language publication databases, an initiative to enhance partnerships between higher education institutions and private sector entities in GCC countries, as well as the indicative Gulf standards for academic accreditation.

In a statement to the Kuwait News Agency (KUNA) on the sidelines of the meeting, Minister Dr. Nader Al-Jalal affirmed that the upcoming phase of joint Gulf work in higher education and scientific research calls for a shift toward more integrated and impactful initiatives and programs, and for leveraging the capabilities and experiences available in GCC member states, particularly in the fields of scientific research, quality assurance, academic publishing, and partnership with the private sector. This will contribute to raising the quality of outputs from higher education institutions and keeping pace with future changes and the developmental and economic needs of GCC countries.
Al-Jalal emphasized Kuwait’s commitment to advancing support for the Gulf cooperation process in these areas, elevating it from the exchange of experiences to building joint initiatives that deliver added value to students, researchers, and academic institutions, and contributing to the development of educational and research systems, as well as strengthening the presence of Gulf universities and research institutions in the fields of knowledge and innovation.
Al-Jalal expressed his gratitude and appreciation to the sister Kingdom of Bahrain, the current chairing state, for its excellent hosting and organization, and commended the efforts of the General Secretariat of the GCC in supporting the joint Gulf work process and enhancing coordination among GCC member states in the fields of higher education and scientific research.
