“Municipal Technical Committee” Resumes Work on Vital Files
- Expansion of Al-Salmi Border Crossing and Reassignment of 2.5 Million Square Meters to Support the Dora Field Project
Minara Jasim Al-Amir, Head of the Technical Committee of the Municipal Council, confirmed that the committee has resumed its work by examining vital files related to infrastructure, border crossings, energy, and urban planning. She emphasized that the public interest, along with technical and regulatory requirements, forms the basis of its decisions.
Al-Amir explained that the committee reviewed 10 major transactions, including sewage projects, the reassignment of sites for the Kuwait Public Transport Company, the expansion of Al-Salmi Border Crossing, and the support of facilities for the offshore Dora Field project, in addition to requests related to parking lots and real estate regulation.
Sewage in “South Sabah Al-Ahmad”
She stated that the committee approved the Ministry of Public Works’ request to allocate a route for sewage to connect a sewage pumping station to the end of an existing route in the South Sabah Al-Ahmad residential city “N11,” with an approximate length of 1,900 meters and a width of 10 meters.
She noted the committee’s approval of the Ministry of Finance’s request to reassign two sites of the Public Transport Company at Al-Shuwaikh Garage and Abdullah Port from the General Industry Authority to the Ministry of Finance, in implementation of a Cabinet decision.

Al-Amir revealed that the committee approved the expansion of the Al-Salmi Border Crossing site by adding approximately one million square meters, bringing its total area to approximately 2,339,132 square meters. The area will be allocated for dry, wet, covered, and open storage zones, as well as additional services for the crossing.
In one of the most strategic files, the committee approved the cancellation of the allocation for the Third Olefins and Second Aromatics project “D2” and its reassignment to Kuwait Gulf Oil Company with an area of 2.5 million square meters to support the expansion of land-based treatment facilities and installations for the offshore Dora Field project “OPF” in the Zour area.
Rejection of Two Requests
On the regulatory front, the committee rejected Al-Hamra Real Estate Company’s request to add two floors to the multi-story parking building in the Sharq area, Plot 8, after the technical study indicated that the addition violates the standards and specifications in force at the Municipality. It also rejected the request to reorganize Parcel No. 10 in Plot 87 in the Hawally area, as it is state-owned and located within an investment residential zone, with its disposition falling under the jurisdiction of the Ministry of Finance, represented by the State Properties Department.
Solutions to the Parking Crisis
In the context of addressing parking shortages and traffic congestion, the committee approved an amendment to a previous Municipal Council decision to allow the use of sites within the road right-of-way as temporary surface parking lots, in implementation of Cabinet Decision No. 868. Al-Amir explained that these parking lots target areas with high traffic density, and that they must be removable whenever the need arises to implement or expand road projects.
The committee also approved the use of vacant lands allocated to government entities as temporary surface parking lots until the commencement of the projects for which they are designated.
