'Ministry of Education': Mandatory appointment of a principal and vice-principal for each educational stage in Arabic and model schools

The Minister of Education, Sayyid Jalal al-Tabatabai, issued a decision regarding the regulation of the positions of “School Principal” and “Assistant Principal” in private Arab and model schools.
The Ministry of Education emphasized that the decision aims to organize the mechanisms for filling these positions, specify the requirements and controls that candidates must meet, and regulate the nomination and accreditation procedures. It also defines the competencies, authorities, and responsibilities, thereby enhancing the efficiency of school management and unifying the frameworks governing work in the relevant private schools.

The Ministry clarified that Article One of the decision stipulates that private Arab and model schools must appoint a school principal and an assistant principal for each educational stage included in the school’s license, in accordance with the provisions of the decision.
It explained that Article Two specified the nomination conditions for the position of school principal, foremost among which is holding a recognized educational university degree, having at least 14 years of experience in the field of education, possessing a good reputation and clean record, and not having been previously convicted of a felony or misdemeanor involving honor or integrity, unless their reputation has been restored. Additionally, the candidate must have previously held a supervisory position and pass a personal interview conducted by the General Administration of Private Education.
The Ministry added that Article Three specified the nomination conditions for the position of assistant principal, requiring the candidate to hold a recognized educational university degree, have at least 10 years of experience in education, possess a good reputation and clean record, not have been previously convicted of a felony or misdemeanor involving honor or integrity (unless their reputation has been restored), have previously held a supervisory position, and pass the personal interview conducted by the General Administration of Private Education.
The Ministry of Education pointed out that Article Four assigned the school the responsibility of nominating candidates who meet the requirements for the position, preparing a comprehensive file for them that includes academic qualifications, experience certificates, and documents and data specified by the General Administration of Private Education, and submitting it to the administration to complete the accreditation procedures.
The Ministry noted that Article Five stipulated that the General Administration of Private Education would study the candidate’s file, verify compliance with the required conditions and documents, conduct a personal interview, and reserve the right to request any additional documents or data deemed necessary to complete the nomination procedures.
The Ministry reported that Article Six defined the responsibilities of school principals and assistant principals in private schools covered by the decision. It stated that holders of these positions would exercise the competencies, tasks, and responsibilities assigned to them under the decisions, regulations, systems, and instructions in force in the Ministry of Education, each within their respective scope of authority.
It clarified that Article Seven granted the school principal the authorities assigned to the position of principal in government schools, including the authority to register and admit students, transfer them, manage the student record system, and exercise all other authorities stipulated by the systems, regulations, and decisions in force in the Ministry of Education.
It added that the assistant principal would assume the principal’s duties and authorities during their absence, within the limits set by the applicable systems, regulations, and decisions.
The ministry confirmed that Article Eight assigned the General Directorate of Private Education the responsibility of monitoring private schools’ compliance with the provisions of the decision and taking necessary measures against non-compliant schools. It further clarified that Article Nine stipulated that the competent authorities would implement the decision, which would take effect from the date of its issuance, repealing any prior decisions that conflicted with it.
