Minister of 'Affairs': Mandatory quarterly development plans for managers and temporary councils in cooperatives

Dr. Amthal Al-Huwailan, Minister of Social Affairs, Labor, Social Affairs, Family, and Childhood, directed on Monday that appointed managers and interim boards of directors in cooperative societies submit quarterly development plans containing clear and measurable targets.
In a statement to the Kuwait News Agency (KUNA), Al-Huwailan said this step is part of a comprehensive re-evaluation of managers and interim boards aimed at enhancing administrative and professional performance efficiency, strengthening governance, and tightening oversight in the cooperative sector.

She added that the quarterly development plans aim to address deficiencies, develop services, and improve the financial and operational performance of the societies, subject to periodic follow-up and evaluation by the competent sector.
She clarified that the evaluation will include reviewing the level of performance, adherence to assigned tasks and responsibilities, efficiency in managing the society’s affairs, and safeguarding its funds, assets, shareholders’ rights, and state funds.
She noted that the evaluation also involves monitoring the extent to which observations and reasons necessitating the appointment have been addressed, and verifying the absence of conflict-of-interest cases or practices that could affect the integrity and independence of administrative and financial decisions.
Al-Huwailan indicated that she also directed conducting periodic security inquiries regarding those covered by the appointment, reviewing financial disclosure statements, and verifying compliance with their submission and updating in accordance with prescribed legal provisions and procedures.
She emphasized that the continuation of the appointment would be linked to the level of performance, commitment, evaluation results, implementation of development plans, and fulfillment of integrity and governance requirements, stressing that necessary measures would be taken against any shortcomings or violations of appointment requirements.
Al-Huwailan stated that temporary appointment is a responsibility that requires achieving tangible results during the appointment period, ensuring the protection of societies’ funds and shareholders’ interests, and reinforcing principles of transparency, integrity, and oversight in cooperative work.
She stressed that no appointment is immune from evaluation and accountability, affirming that those who achieve results and safeguard trust will continue, while those who demonstrate shortcomings or conflicts of interest will have no place in managing shareholders’ and state funds.
