Syrian security arrests commander of the 18th Brigade in the ousted regime's forces on war crimes charges

Syria’s Internal Security Forces announced today the arrest of Major General Jalal Kamal Saqr, commander of the 18th Infantry Brigade in the forces of the ousted Syrian regime, following a surveillance operation carried out by the Internal Security Command in Latakia Governorate in cooperation with the Counter-Terrorism Department.

The Internal Security Forces stated that Saqr, who hails from the village of Basin in the countryside of Qardaha, was found to have been involved in war crimes and arbitrary arrests of civilians during the years of the Syrian revolution.

It added that investigations confirmed his participation in military operations against unarmed civilians in Damascus Governorate and Eastern Ghouta, as well as his supervision of arbitrary arrest campaigns in Daraa Governorate.

The statement clarified that Saqr later held the positions of Chief of Staff and Deputy Commander of the 14th Division, before assuming command of the division until mid-2016. He was then transferred to the Operations Department in Damascus, where he continued his duties until his discharge on May 1, 2017.
