Frankly, the regulation of supply centers must begin today by converting the food ration card into an electronic card, in order to regulate and monitor customer data.

Since these customers are Kuwaiti families and the migrant workers employed by them, we say that the distribution of food supplies must correspond exactly to what is recorded on the authenticated electronic food ration card issued by the Ministry of Commerce. This is to prevent supplies from being distributed to household workers (“khadamat”) or to anyone presenting a civil ID card belonging to a Kuwaiti citizen who is not entitled to receive these food rations.

To ensure proper control over the distribution of these supplies, we argue that an electronic food ration card must be issued for each Kuwaiti family. Transactions should be conducted with the holder of the card, which records the names of family members and their eligible migrant workers.

In this way, we can identify avenues for manipulation in the distribution of these supplies. Through the electronic ration card, the distribution process can be monitored monthly, curbing any excesses or fraud, thereby ensuring that food supplies reach only those entitled to them, in accordance with the data registered in the family’s electronic food ration card.

Following the issuance of Law Decree No. 79 of 2026 concerning the Kuwaiti Electronic Nationality, we must handle all other matters electronically, so that we can better and more legally safeguard public funds.
