The Ministry of Justice issued a mechanism to regulate the procedures for signing and renewing contracts of employees whose citizenship was revoked, ensuring the continuity of administrative and financial procedures and the regularity of their employment status, based on correspondence from the Civil Service Bureau, the Council of Ministers, and the directives governing the continued entitlement of certain categories to prescribed financial and employment benefits.

The mechanism covers four categories of employees whose citizenship was revoked: female employees covered by Article Eight of the Kuwaiti Nationality Law; the category related to meritorious service under Article Five; the category under Article Five and its amendments from the 1965 census and those who acquired citizenship through dependency; and the children of Kuwaiti women covered by Article Five, Paragraph Two.
The Ministry set a two-year term for the contracts of female employees in the Article Eight category, with renewal procedures to be completed at least one month before the contract expires. Contracts for the other categories are valid for one year and renewed annually, adhering to the same deadline.
The Ministry obliged employees covered by the mechanism to visit the Administrative Affairs Department to complete contracting or renewal procedures within the specified periods, warning that failure to do so may result in the implementation of prescribed administrative and financial measures, including the provisional suspension of salary payments until the procedures are completed.
Regarding employees against whom citizenship revocation decrees have been issued, the Ministry invited those who have not completed contracting procedures to visit the Administrative Affairs Department – End of Service Section – at the Ministries Complex within one month of the mechanism’s issuance. Those against whom similar decrees or decisions are issued in the future must also visit the Ministry within one month of their issuance.
The Ministry also regulated procedures for changing job titles, academic qualifications, or work locations, requiring employees to visit the Administrative Affairs Department within one month of the decision’s issuance to sign a new contract reflecting their updated employment details.
The mechanism also included procedures for extending insurance coverage for employees whose citizenship was revoked, who are citizens of Gulf Cooperation Council countries and have regained their original nationality, in accordance with Public Authority for Social Insurance Circular No. 5 of 2025, obliging them to visit the Administrative Affairs Department within one month to re-register them in the insurance coverage system.
The Ministry of Justice emphasized that compliance with the mechanism is a condition for the continued payment of financial entitlements, and that its implementation begins from the date of its issuance, thereby unifying procedures for organizing the employment, administrative, and financial status of covered employees.
It noted that contracting with the children of Kuwaiti women will be processed immediately upon receipt of the contract form from the competent authorities, and that they will continue to work in accordance with the Council of Ministers’ circular on this matter.
It is worth noting that the mechanism was issued based on several correspondence items from the Civil Service Bureau and the Council of Ministers regarding the continued entitlement of certain categories whose citizenship was revoked to prescribed financial and employment benefits, in line with decisions and directives governing this matter.
