Re-submission of 'State Real Estate Assets' Projects Subject to 'Audit' Approval

The partnership restructured the study, costing 2.150 million dinars, for audit purposes.

Yesterday, the Public Authority for Public-Private Partnership Projects referred the award of the consultancy practice for preparing the specialized studies for re-tendering projects established on state real estate properties, at a cost of 2.150.540 million dinars, to the Court of Audit for review and audit, and to apply pre-contractual control procedures and issue an opinion on approving the contract. The Authority had previously referred the same practice to the Court on July 28 last year, and the Court, in turn, returned the practice documents to the Authority on August 6 of this year.

For its part, the Authority is awaiting the Court’s approval of the contract to begin implementation, which aims to provide consultancy services consisting of preparing feasibility studies and tender documents for 23 projects established on state real estate properties, in accordance with the provisions of Law No. (116) of 2014 concerning public-private partnership.

It is noted that the Authority, through a report issued by it, stated that the projects scheduled for re-tendering include: development of the Corniche - Fahaheel (Al-Kout); the Corniche Project Phase 5 (Marina Mall); two construction waste treatment plants; the United International Market project; Musail Market; Al-Kabeer Market; Al-Watya Market; Kuwait Plaza 11 "Magic"; Farwaniya Abattoir; National Market; International Golf Club; Safat Market; Al-Munakh Market; Al-Jleeb Meat, Vegetables, and Fish Complex (International Building); Jahra Abattoir; Al-Mubarakiya Market; Ahmadi Abattoir; Al-Jahra Meat and Vegetables Market; Al-Khayma Mall; Central Market for Vegetables and Fruits (Sulaibikhat).

The Authority indicated that the tasks assigned to the winning consultancy firm are as follows: preparing feasibility studies (technical, economic, environmental, and legal); preparing tender documents and evaluating bidder offers for each project; and overseeing the technical, financial, legal, and environmental aspects until the financial closure of each project.
