Based on Article 66 of the Public Tenders Law

The Ministry of Electricity, Water, and Renewable Energy has requested the Board of Directors of the Central Tenders Board, during its meeting held last Wednesday, to apply the provisions of Article 66 of Public Tenders Law No. 49 of 2016 and confiscate the initial bid security of one of the winning bidders for the execution of a project involving one of the buildings of the Ministry’s services and administration.

The Ministry attributed the reasons for the request to the bidder’s failure to submit the final bid security and sign the contract, despite being notified via two letters at different times.

For his part, the Board of Directors of the Central Tenders Board decided to postpone the decision and issued an invitation for a representative of the bidder to attend a future meeting.

It is worth noting that Article 66 grants the Board the right to confiscate the initial bid security if the winning bidder fails to sign the contract within the specified deadline, fails to submit the final bid security, or withdraws for any other reason at any stage of the tender process. It also permits the imposition of any other penalties determined by the Board in accordance with the provisions of the law.

In a related development, the Board of Directors of the Central Tenders Board, by a majority of its members, approved the Ministry’s request to award the contract for the maintenance of street lighting equipment in the Capital Governorate to the compliant bid, with a total amount of 1.349 million dinars. Upon approval of the award, the tender will be referred to the Court of Audit for review and audit.

Meanwhile, the Ministry announced the commencement of work on extending fiber optic cables between the existing main substations in 36 areas. The project contributes to developing infrastructure and enhancing the efficiency of the communications and control system. Its implementation will involve excavation and backfilling works from August 9 to 29, with the Ministry affirming that these works will not affect the continuity of electricity services.
