The “Kuwait Tech Entrepreneurship Hub” project is nearing completion, with a record execution rate of 92%, paving the way for its official launch in 2026, according to information obtained by Al-Siyasa.
The implementation of this vital project comes within the framework of the government’s accelerated efforts to digitalize financial and economic sectors and enhance the investment climate to attract foreign capital.

Documents reveal that the project was proposed by the Public Authority for Youth and is supervised jointly by the Direct Investment Promotion Authority, while the global aerospace company Boeing is responsible for actual execution.
This cooperation effectively translates the “Offset” program, approved by the Council of Ministers as a smart mechanism to recycle inputs and gains from large-scale projects executed by global companies in the country, converting them into local developmental opportunities with added value.
According to the same information, the project represents one of the key pillars of the state’s policy aimed at building a sustainable knowledge economy. The Hub constitutes a national initiative to establish an integrated business incubator and a specialized training center in digital industries.
Its primary objective is to qualify Kuwaiti youth cadres, equip them with digital economy skills, and empower them to transform their innovative ideas into competitive entrepreneurial ventures.
The Hub operates on an integrated business model that links practical training with direct knowledge transfer from global institutions and companies. It also includes advanced incubator programs and targeted business projects to accelerate the growth rate of startups in the country and expand their operations.
Regarding emerging technologies, data shows that the project focuses entirely on artificial intelligence and all advanced and modern technological aspects, in addition to its important role in building close collaborative bridges with the private sector, academic institutions, and international organizations.
In the same context, a source familiar with the matter told Al-Siyasa that the Hub project rests on three major strategic objectives specifically designed to create a qualitative leap in the local market. The first is technology localization and knowledge transfer, to directly benefit from the investment and technical arms of the global companies executing the project, thereby transferring best global entrepreneurial practices and applying them within the Kuwaiti business environment.
Secondly, it aims at the digital empowerment of Kuwaiti youth by qualifying a promising national generation proficient in future skills, artificial intelligence, and STEM (Science, Technology, Engineering, and Mathematics). Thirdly, the project contributes to economic diversification by accelerating the transition toward a knowledge economy and activating the role of the digital private sector in line with the developmental targets of the vision.
The source emphasized that the inclusion of the Kuwait Tech Entrepreneurship Hub project, in collaboration with the Public Authority for Youth and Boeing, represents a living example of the effectiveness of the Offset Operations program in transferring modern technology and localizing knowledge within the domestic economy. This is particularly significant given that the Offset program is a strategic economic tool imposed by the government on major foreign companies awarded large government contracts, obligating them to reinvest a portion of the contract value into sustainable developmental projects and training national cadres, rather than allowing funds to leave without generating intellectual returns.
He noted that the program, whose management is currently under the supervision of the Direct Investment Promotion Authority, focuses on building an attractive investment environment that hosts small and medium-sized enterprises and supports entrepreneurs with a comprehensive package of technical and logistical services, enabling them to develop their ideas and bring them to compete in global markets.
