Amid reports that the United States, Iran, and the Sultanate of Oman are nearing a "temporary agreement" to reopen the Strait of Hormuz, according to Axios, and within a broader Gulf trend to redraw the energy security map, Oil Minister Tariq Al-Roumi announced that "Kuwait is holding talks with Saudi Arabia and other Arab states to create a new crude oil export pipeline that bypasses the Strait of Hormuz."

According to Anadolu Agency, Minister Al-Roumi told Japan’s Kyodo News that "one proposed route will link Kuwait via Saudi Arabia to the Red Sea or the Sultanate of Oman, while another route will connect the country to the UAE port of Fujairah," noting that the project will be developed through consultations with Saudi Arabia, the UAE, and other countries.
He added, "We are currently seeking the best and most cost-effective option," describing the project as "massive."
Clarifying that Kuwait’s geographic location at the northern end of the Gulf makes it one of the most affected countries by any disruption in navigation through this vital waterway, he said exports "will remain at zero as long as the strait remains closed."
Al-Roumi confirmed that Kuwait’s oil exports have "completely stopped" due to Iran’s de facto closure of the strait, noting that "rebuilding some of the oil tanks that were attacked will take at least a year."
In a related development, Al-Roumi described Japan as one of Kuwait’s "strategic partners" in the field of crude oil and refined products, revealing "ongoing discussions to enhance strategic reserves in friendly countries."
