Removing Encroachments: From Chaos to Order
The country has recently witnessed intensive government efforts to restore discipline to public order, through the strict enforcement of laws and the implementation of campaigns to remove encroachments on state property.
These are important reformist steps deserving of praise and support, given their direct impact on enhancing the authority of the law, preserving public order, and improving the civilized appearance of residential areas.
The campaign to remove encroachments is a bold and reformist step in the right direction, because any genuine development process must begin with organizing public streets and restoring discipline to utilities and public properties.
In addition to these efforts, the government has implemented major developmental projects, including the development of infrastructure in residential areas, road networks, fiber optic networks, and other projects that serve citizens and enhance the quality of life. However, the success of these projects requires an organized environment that respects the law and protects public property.

In recent years, some residential areas have witnessed signs of chaos and encroachments on state property, in addition to practices that caused nuisance to neighbors and users of public utilities. These include erecting tents outside house boundaries, illegal expansion into public spaces surrounding homes, blocking service passages with barriers and neglected gardens, and the proliferation of untrimmed trees and random elements that detract from the civilized appearance of residential areas and negatively affect the overall visual landscape.
The encroachment removal campaign came to put an end to the signs of violation and chaos that have recently spread in some areas, in order to preserve the beauty of these areas and restore order to them.
Furthermore, this campaign should not be temporary, as was the case with previous campaigns, but must continue on a permanent and regular basis, with tightened supervision and the application of penalties to all violators without exception. Indulgence in law enforcement leads to the return of chaos and violations, whereas consistent supervision fosters a culture of respect for order and prevents future encroachments.
I also call on the municipality to continue its efforts in the issue of public cleanliness, which requires more attention and organization, particularly regarding garbage containers and the mechanism for waste collection in residential and investment areas. The daily sight of scattered garbage bags around containers throughout the day creates an environment suitable for cats, rodents, and insects, in addition to its negative impact on the general appearance.
Moreover, some investment areas suffer from the daily accumulation of large quantities of waste, which does not align with the urban and developmental renaissance the country is experiencing. This necessitates that the municipality develop collection and supervision mechanisms and impose stricter penalties.
Many countries, even neighboring ones, have succeeded in this field by setting specific hours for disposing of waste and imposing fines on violators, which contributed to maintaining the cleanliness and beauty of areas.
Preserving public order and cleanliness is a shared responsibility between the state and the citizen. If the government has taken serious and firm steps to restore discipline, the success and sustainability of these efforts require the cooperation of everyone and adherence to the law. A clean and organized nation is not the responsibility of a single entity, but rather the fruit of a whole society’s awareness, believing that respect for the law reflects behaviors of civic consciousness and responsibility.
