Re-offering of State Real Estate Projects in the Final Stages

The Public-Private Partnership Authority has referred its study to the Court of Audit for review and audit.

Yesterday, the Public-Private Partnership Projects Authority submitted Practice No. (2/2025-2026) for the year 2025, concerning the preparation of consultancy studies for the re-tendering of projects established on state real estate assets, to the Court of Audit. This was done to apply pre-audit control procedures, review, and audit, and to issue approval if the Court has no comments, or to address any queries raised by the Court.

In this context, the Authority announced the launch of the practice in January of last year, in collaboration with the Ministry of Finance, inviting specialized local, regional, and international consultancy offices and alliances to submit technical and financial bids for providing consultancy services. These services involve preparing feasibility studies and tender documents for 23 projects established on state real estate assets, in accordance with the provisions of Law No. (116) of 2014 concerning Public-Private Partnership and its Executive Regulations, and in line with the procedures of Law No. (49) of 2016 concerning Public Tenders and its Executive Regulations. The Authority outlined the tasks assigned to the winning consultancy entity as follows: preparing feasibility studies (technical, economic, environmental, and legal); preparing tender documents and evaluating bidder offers for each project; and overseeing the technical, financial, legal, and environmental aspects until the financial closing of each project, in accordance with the provisions of Law No. (116) of 2014 and its Executive Regulations. This aims to enhance the operational efficiency of these projects, strengthen private sector participation in their management, operation, maintenance, and development, thereby contributing to improving service quality, enhancing financial resources, and achieving economic development.

Projects Scheduled for Re-tendering

The Authority stated that the projects scheduled for re-tendering are:

1. Development of the Corniche - Fahaheel "Al-Kout".

2. The Corniche, Phase 5 "Marina Mall".

3. Two construction waste treatment plants.

4. The International Souq Al-Mutaa Center.

5. Al-Maseel Al-Kabeer Market.

6. Al-Watya Market.

7. Kuwait Beach Market 11 "Magic".

8. Farwaniya Abattoir.

9. National Market.

10. International Golf Club.

11. Safat Market.

12. Al-Munakh Market.

13. International Building Property.

14. Meat, Vegetables, and Fish Market "Jleeb".

15. Jahra Abattoir.

16. Al-Mubarakiya Market.

17. Ahmadi Abattoir.

18. Meat and Vegetables Market in Jahra.

19. "Khayma Mall".

20. Central Market for Vegetables and Fruits "Sulaibikhat".
