“Appeals Committee” Requests Copy of Documents to Rule on Appeal

Fundamental Maintenance of Works and Electricity Buildings for 3.425 Million Dinars

Mohammed Ghanem

Al-Siyasa learned that the Board of Directors of the Central Tenders Committee decided in its meeting last Wednesday to provide the Appeals Committee with copies of all documents and to notify the Ministry of Electricity, Water, and Renewable Energy to halt the tender procedures for updating the data collection and analysis equipment at existing power generation stations and main substations. This action was taken following a request from the Committee after an appeal was filed by one of the companies, as the Committee is currently reviewing the appeal and intends to rule on it. This necessitates suspending the procedures related to the contested decision until a ruling is issued and the necessary decision is communicated.

In a related development, the Ministry recently obtained approval from the Central Tenders Committee to award the aforementioned tender based on observations from the Court of Auditors, with a total cost of 13.971 million dinars distributed across five items for bids that met the required conditions and specifications. The Committee also requested that bidders extend the initial insurance for all participating companies, in accordance with Article 46 of Public Tenders Law No. 49 of 2016, which pertains to the validity period of bids.

It is worth noting that the tender aims to update the equipment responsible for collecting data from production and transmission stations, ensuring they are fully operational and highly efficient in their assigned tasks. This initiative aligns with the Ministry’s efforts to modernize and develop the electricity network and its components, including production and transmission stations, which are fundamental elements of the grid. Furthermore, it will enable decision-makers within the Ministry to make sound decisions based on accurate data and information provided by this equipment.

On another note, the Ministry obtained approval from the Board of Directors of the Central Tenders Committee, with a majority of its members, during the same meeting to award the tender for the fundamental maintenance of the Ministry of Electricity, Water, and Renewable Energy and Public Works building and the Public Works building to the (second lowest) bidder who met the conditions and specifications, for a total amount of 3.425 million dinars. This project aims to enhance the operational efficiency of the two buildings, extend their useful life, and replace and renew the old facilities and infrastructure within them. These buildings house a large number of employees daily, along with the offices of ministers, deputy ministers, and department directors.
