The Central Agency Opens an Electronic Platform for Those Whose Nationality Was Revoked Under Article 5 in the Past

The Central Agency for Addressing the Status of Illegal Residents announced the opening of the electronic platform es.carirs.gov.kw to individuals whose citizenship was revoked under the previous Article Five, including prominent business figures, children of Kuwaiti women, and holders of the 1965 census records.

The agency clarified that the platform’s opening aims to complete the prescribed procedures for obtaining the official “To Whom It May Concern” certificate for cases that have not previously applied, through the electronic platform.

It was explained that the required documents include uploading a copy of the civil ID, and if the concerned person is deceased, a copy of the death certificate must be attached.

The agency emphasized that applications must be submitted exclusively in the name of the individual whose citizenship was revoked by decree, and do not require separate applications for each dependent. In the event of the death of the person whose name appears on the decree, their heirs shall submit the application via the electronic platform in their name and with their details directly.

The agency noted that, since the agency’s website is not linked to the “Sahel” application, the certificate must be downloaded immediately upon issuance from the website, and then manually uploaded via the “Sahel” application to complete the remaining procedures.

The agency called on individuals facing any system malfunction or technical glitch during the application process to visit the Status Adjustment Department at the Central Agency for Addressing the Status of Illegal Residents, located in the Shuwaikh area.
