Abdullah Al-Muhaini, the Job Opportunities Monitor at the National Workforce Development Department of the Public Authority for Manpower, affirmed that the regulation governing the Kuwaitization of government contracts has enhanced job security for national workers. This is achieved by mandating government entities to transfer citizens employed under expired contracts to new contracts, while providing jobs with salaries equal to or higher than those previously held. Al-Muhaini clarified, during his appearance on the program "Street Pulse," that Cabinet Decision No. 1179 of 2023 mandated government entities to form Kuwaitization units tasked with studying contracts eligible for Kuwaitization, monitoring national workers, and ensuring their continued employment. He noted that the regulation prohibits the dismissal of Kuwaitis upon the expiration of contracts and ensures their transfer to new contracts.
He pointed out that the focus is on ongoing contracts, such as management, maintenance, and operation contracts, as they are most suitable for employee stability. In contrast, temporary contracts, such as those for supplies and procurement, do not target the employment of national workers due to their limited duration.
He added that the traditional reliance on government jobs is beginning to decline, given the availability of stable and distinguished job opportunities in the banking, telecommunications, and major corporate sectors. He noted that national workforce quotas in the private sector are determined by Cabinet decisions based on studies conducted by the Public Authority for Manpower, and these quotas represent the minimum required for companies.
Al-Muhaini emphasized that the Labor Law in the private sector ensures equal rights and protection for all workers, whether Kuwaiti or expatriate, male or female. He stressed that exempting any government contract from Kuwaitization is permitted only with the approval of the Central Tenders Committee, thereby enhancing the expansion of Kuwaiti participation in the private sector.
