Oversight Questions

On another note, Municipal Council member Abdullah Al-Anzi submitted questions to the executive body regarding the level of municipal services and the coordination mechanism in industrial and craft zones under the supervision of the Public Authority for Industry.

In the preamble to his questions, Al-Anzi referred to the provisions of Law No. (33) of 2016 concerning the Kuwait Municipality and the authorities entrusted to it regarding the preservation of public cleanliness and municipal oversight. He emphasized the importance of enhancing integration and coordination among relevant government entities to provide the best services in industrial and craft zones.

He clarified that the Public Authority for Industry is the competent government entity responsible for planning, establishing, managing, and developing industrial and craft zones, with the aim of regulating industrial and craft activities, providing an attractive investment environment, supporting the private sector, diversifying income sources, and improving infrastructure and service efficiency. He noted that these zones represent a fundamental pillar for supporting the national economy and encouraging investment.

He added that despite government efforts, several observations remain, the most prominent of which are the disparity in the level of public cleanliness between different areas, and the need to enhance the efficiency of municipal services, maintain internal streets, directional signs, and public facilities. He pointed out that delays in addressing some observations result from the multiplicity of government entities with jurisdiction, which necessitates enhanced coordination between the Public Authority for Industry and relevant government bodies. Al-Anzi affirmed that the objective of his questions is to assess the reality of municipal services in industrial and craft zones, enhance coordination between the Public Authority for Industry, the Kuwait Municipality, and relevant government entities, thereby contributing to clear responsibilities, rapid resolution of issues, and improvement in the level of public cleanliness, infrastructure, and services provided, which will positively reflect on the investment environment.

Al-Anzi’s Questions

Coordination Mechanism: What is the existing coordination mechanism between the Public Authority for Industry and the Municipality regarding municipal services within all industrial and craft zones, particularly concerning public cleanliness, waste removal, and maintaining urban aesthetics?

Joint Committees: Are there joint committees or an official coordination mechanism between the Public Authority for Industry and the Municipality to define responsibilities and address observations related to municipal services? If such mechanisms exist, what are their most significant outcomes?

Comprehensive Assessment: Has the Municipality, in coordination with the Public Authority for Industry as the supervising entity for all industrial and craft zones, conducted a comprehensive assessment of the level of municipal services and infrastructure?
