Discipline is a source of strength for the nation
Clearly, the strength of nations lies in their resources and in how their citizens manage those resources. Wealth may be bestowed upon many countries, but wise management is the fruit of awareness, discipline, and responsibility—values that build civilizations and safeguard achievements.
During these days, when Kuwait is experiencing unprecedented heatwaves, accompanied by increased electrical loads and water consumption, the need to evoke a deep national sense of duty is renewed: conserving state resources is not the responsibility of a single entity, but of society as a whole.
We learned in the security institution that discipline is not merely compliance with orders and regulations, but a way of life. An officer, for instance, does not wait for someone to monitor him before fulfilling his duty, because he understands that true oversight stems from conscience, before systems. This same value is what our society needs today in its interaction with energy, water, and other public resources.

Turning off an unnecessary light, setting the air conditioner to an appropriate temperature, or delaying the operation of some appliances outside peak hours may seem like simple actions on the surface, but in reality, they reflect a high level of national awareness. Nations are not depleted solely by major decisions; they can also be burdened by thousands of small practices when a sense of responsibility is absent.
From this perspective, the concept of security is no longer limited to protecting borders or maintaining public order; it has expanded to include resource security, energy security, and infrastructure security—all of which are pillars of state stability and sustainable development. Every citizen who contributes to rationalizing consumption participates, in his own way, in strengthening this national security.
Perhaps the most beautiful legacy we can offer future generations is not just resource abundance, but a culture of conservation. Resources may change, but responsible behavior remains a heritage passed down through generations, becoming part of society’s identity.
From this standpoint, my message to retirees who have begun a new chapter is to transmit the values of discipline and commitment to society. Those who once bore responsibility for the nation in the field continue today to fulfill their mission by raising awareness, setting examples, and reinforcing the culture of social responsibility.
Perhaps the most profound message at this stage is that we all realize that small steps make a big difference. Every light turned off on time, every appliance used moderately, and every liter of water conserved is a sincere contribution to protecting the endowments of our beloved nation.
Security is a trust, resources are a trust, and the nation is a trust. If this trust united us yesterday on the fields of service, it unites us today in the fields of awareness, because Kuwait deserves our protection not only through the strength of arms, but also through the strength of behavior, sincerity of belonging, and wisdom in action.
