Dr. Subaih Al-Makhzoum, Minister of Electricity, Water, and Renewable Energy, issued a decision regarding the opening of a period for receiving transfer requests between regulatory units within the ministry.
The decision specifies that transfer requests for employees within the ministry will be accepted from November 15 of this year until December 17, 2026.
The decision stipulates the formation of a committee chaired by Undersecretary Dr. Adel Al-Zamil, with membership comprising individuals deemed suitable by the chair, possessing relevant expertise and specialization within the ministry. The committee is tasked with reviewing transfer requests submitted during the specified period, verifying their compliance with the conditions and controls outlined in this decision, and adjudicating them.
The decision clarifies that, in order for the committee to consider a transfer request, the employee must submit a transfer request form detailing the reasons and justifications for the transfer, and obtain prior approvals from both the regulatory unit being transferred from and the one being transferred to, in accordance with established procedures, without exceeding the receiving unit’s capacity.
The decision also requires that the employee’s academic qualification be compatible with the nature of work at the regulatory unit to which the transfer is requested, and that the transfer does not disrupt operational needs or result in a shortage of workforce in the unit being transferred from.
Furthermore, the decision stipulates that the committee’s approval of a transfer request must take into account the distance between the employee’s residence (as registered on their civil ID) and their current workplace, as well as the regulatory unit to which they are being transferred. Additionally, the transfer decision must not result in any additional financial allowances that are not considered part of the salary, such as shift allowances or remote area allowances.
It was clarified that the committee may, in exceptional cases it deems appropriate based on documented reasons and justifications, recommend approval of a transfer request considering humanitarian, social, or specific functional considerations, provided this aligns with the requirements of work interests and does not contradict the aforementioned clause. Fulfillment of the mentioned conditions and controls does not grant the employee an automatic right to transfer.
The decision further states that transfer requests that do not include the required data and documents, or those submitted after the expiration of the period specified in Article One, will not be considered.
It was noted that employee transfer decisions will be issued during 2027, following the completion of the annual performance evaluation for the transferring employee for the assessment year ending in 2026.
The decision takes effect from the date of its issuance, with adherence to the deadlines set forth in Article One. All relevant authorities within the ministry are required to implement it and notify those concerned.
